The State has been blocked from participating in the investigation of the homicide of Ms.Good. What does it say when a State government has to sue the federal government to allow the investigation of a homicide. 

There are agencies set up by the state legislature within constitutionality of the Minnesota State Constitution. The state has an obligation to protect citizens and when there is death an investigation must go forward.

The state has a right to timely access of the scene of the homicide. A site could deteriorate over short amounts of time. The longer the federal government obstructs a homicide investigation the more it looks to be a cover-up.
