Do I believe there is an issue with VIOLENCE and HATRED in the Politically Cultured Red States?

You bet I do.  I believe the Red States under Republican political preference has disrespect for government and sees authority as predatory.

Is religion a part of it?  Doesn't have to be.  In the case of the African American Communities, religion is a structure by which solace and community are organized.

In the case of the Impoverished Caucasian Culture, religion is intricately woven into the political mainstream.  It is a 'political tool' to justify the hate they exude while attending to a God that is merciful and understands their superiority.

Do I think there is a link to the death of police officers in Red States and the disrespect they have for authority, you betcha.

Do I believe this should be noted by Homeland Security?  I think it already has.

What is the issue with the Great Lakes?  Commerce and shipping.  I believe, and I could be wrong, many of the police deaths are linked to dangerous 'dock' conditions and 'remote' areas of each of the states involved.  There are also large commerce centers along the way as well.

Arizona and the southern border with Mexico doesn't really contribute to the lousy culture that exists there any more than any of the other bordering states.

The political culture of the Republicans has destroyed the 'heart' of the people of their states as they don't even entertain the 'thought' of peace, yet alone say it.  They have demonized Democratic political preference.  The Republicans are imbalanced in their value systems and it shows in the issues of the citizens of their districts.

The reason Conservatives are so intensely politically minded is because they feed on corruption and they are desperate for a chance to sway power in their direction.  As a result the Democrats have found it necessary to focus on politics as a 'form of defense' to their country to support any chance to live within their values or be plundered into non-existence and impoverishment.  There are entries on this blog to support all these statements.

Do I think Republicans can be rehabilitated into a 'new face' for the political venues of the USA?  


There is bigotry, hate and violence driving the political culture these days, rather than differences and debate.  The USA has issues.  Those issues exist because of the draconian media culture that supports the bigotry, hate and violence.

The years 1999 - 2008, the number of Police Officers adversely effected in the line of duty.

These statistics are really quite alarming and helps to put into context the brevity of the 'political tone' of the day in 2010.  

The total number of officers dead during that period of time was 530.  The distribution per year is about the same with an uptick in 2001 to 70 and a decrease in 2008 to 41, the lowest rate of all years.

Where it gets really disturbing is when the numbers are recorded by 'region of the country.'

The highest regions for Police Deaths in the USA are primarily RED STATES.

The highest is the South with 263.  That designation is divided into three regions South Atlantic with 125, East South Central with 51 and West South Central 87 Police Officers..

...A preliminary autopsy showed Richard Barrett, 67, was stabbed multiple times in the neck and bashed in the head, Rankin County Sheriff Ronnie Pennington said. He had burns over 35 percent of his body, though investigators believe he was killed Wednesday night and his house set on fire Thursday to cover up his death.
Pennington did not disclose a motive but said neighbor Vincent McGee, 22, was charged with murder Thursday and deputies charged three other people in the case Friday. Albert Lewis, McGee's stepfather, was charged with being an accessory after the fact, while Vicky and Michael Dent, who live nearby, are charged with being accessories after the fact and arson.
Pennington did not describe their involvement but said all three were being held at the county jail. He did not know if they had attorneys.
Barrett traveled the country to promote anti-black and anti-immigrant views and founded a supremacist group called the Nationalist Movement. He had a knack for publicity but little real influence, one expert said.
"Richard Barrett was a guy who ran around the country essentially pulling off publicity stunts," said Mark Potok, who monitors hate groups for the Alabama-based Southern Poverty Law Center. "He really never amounted to any kind of leader in the white supremacist movement."...

Woman Arrested in Wylie's Angel Murder

WYLIE, Texas - A north Texas woman has been arrested and charged with murder in the death of a 6-year-old boy whose body was found in Wylie near Lake Lavon last week. Investigators say Darlene Phillips, 63, is the maternal grandmother of the victim, Gerren Joseph Isgrigg.
The boy was known only as "Wylie's Angel" until Friday when investigators announced a tip from the National Center for Missing and Exploited Children had helped them identify the child.
Phillips is being charged with Murder and is currently being held in the Collin County Detention Facility. Her bond has been set at $500,000.00.
Police say Phillips was Isgrigg's primary caregiver. They say the boy's parents live in other states and are separated.
The Collin County Medical Examiner says there were no injuries on the body and they have not yet determined a cause of death. Investigators say Isgrigg was very small for his age and there is evidence he needed a feeding tube to survive.

Hate Crime Statistics

10There are no statistics for 2009 yet.

2008 - Total Incidents are 7,783 with a total of 9,168 offenses, 9,691 victims and 6,927 offenders.

The majority of the crimes involving minorities were Anti-Black with a total of 3.596 victims.  It was followed by Anti-Jewish with 1,145 victims, Anti-Male Homosexual follows with 981 victims and Anti-Hispanic is next with 792 victims. 

That compared to Anti-White 829 victims and Anti-Protestant at 62 victims.  Anti-Catholic was 89 and Anti-Atheist/Agnostic 14 victims.

2007 - Total Incidents 7,624 with a total 9.006 offenses, 9,535 victims and 6,965 offenders.  The specific demographics are about the same.

That remains true for 2006 approximately.

2005 are slightly different with a total incidence of 7,163 with total offenses of 8,380, number of victims 8.804 and a total number of offenders of 6,804.

The demographics are Anti-Black 3,322 victims, Anti-Jewish 977 victims, Anti-Male Homosexual 743 victims and Anti-Hispanic 722.

To compare, Anti-White 975 victims, Anti-Protestant 58 and Anti-Catholic 61 victims.

2004, is somewhat higher 7,649 criminal incidents with 9,035 offenses, 9,528 victims, and 7,145 known offenders.

The statistics remain in that trend with the beginnings of the records in 1995 when the initial demographics were higher.  There were a total of 7,947 incidents, with 9,895 offenses, for a total of 10,469 victims and known offenders totaling 8,433.

Anti-Black was 3,945 victims, Anti-Jewish 1,236, Anti-Male Homosexual 937 and Anti-Hispanic 346.  
Compared to Anti-White numbering 1,554, Anti-Protestant 65 and Anti-Catholic 53.

What is remarkable is that the number of incidents is basically the same every year.  It will be interesting to realize the difference, if any, for 2009, both the first six months and the second six months.

...Specifically, the 25-year-old Picture Rocks native had been stabbed more than 16 times, sliced about the face and head, and hit with a blunt object on his upper arms, chest and abdomen, according to autopsy and sheriff records. One stab wound to his skull was so violent it dented the bone.
Ham’s body was lying near the double-wide trailer on the property in the 6500 block of North Hot Desert Trail, where the woman lived with two roommates. One of those roommates was Scott Williams, who was passed-out a mere 3 feet from Ham’s body.
When roused, reports say 57-year-old Williams admitted to killing Ham.
The verdict? There was none. Ham’s brutal Sept. 21 killing never made it to trial. It instead made it into the category of self-defense.
“I was protecting my family,” Williams is quoted as saying in early sheriff reports. “That guy was crazy. He had a knife and I had a knife and I stabbed him.”
Arizona law justifies a self-defense killing if a person is warding off a physical attack, but it does not justify a killing “in response to verbal provocation alone.” Reports say Williams had a sore rib after the killing but told deputies, “I’ve had this before.”
The two women at the trailer said they didn’t see a thing. One claimed she didn’t even notice Ham’s dead body in the yard.
It boiled down to Williams’ word against Ham’s word – and Ham is dead....

...Both Williams and Ham had been drinking. Williams had been passed out at the scene. Reports say he was wobbling, had to be held up to remain standing, and reeked of alcohol.
Aaron’s autopsy report shows a blood alcohol concentration (BAC) between .29 and .33. Arizona’s legal limit is .08. It also shows marijuana in his system.
“If a person weighing 132-pounds and 5-feet 9-inches tall had alcohol four times over the limit, how could he even stand, much less fight?” Donna Ham inquired about her son. “Makes me wonder how he could be a threat enough to be knifed 18 times.”...

The Crime Statistics for 2009 aren't completely compiled.

During the first half of the year, after President Obama took office, there were drops in the Hate Crime Rate across the board with the exception of a few issues.

In cities of 10,000 citizens up to 24, 999 citizens there was an increase in  violent crime and aggravated assault.  On both counts the difference in the percent 'incidence' is very different than the rate in cities of one million or more citizens.

I believe that is significant.  There are more agencies in this population, but, there are even more agencies in the next category which does not display this trend.
I am also more interested in the statistics as they occur after June 2009, when the summer was met with an organized media campaign to foment hate among the electorate based in lies.

Effective Dates of Patient Protection and Affordability Act




















(a) In General- Except as provided for in subsection (b), this subtitle (and the amendments made by this subtitle) shall become effective for plan years beginning on or after the date that is 6 months after the date of enactment of this Act, except that the amendments made by sections 1002 and 1003 shall become effective for fiscal years beginning with fiscal year 2010.

(b) Special Rule- The amendments made by sections 1002 and 1003 shall take effect on the date of enactment of this Act.

Okay, then.  So, the laws go into effect in 6 months except for sections 1002 and 1003 which are immediate.  There are probably other considerations of the act. 

Below is the entire wording for Section 1002 and 1003. So, what is needed is an understanding of the section that adjusts the Tax Schedule in regard to health care.


Part C of title XXVII of the Public Health Service Act (42 U.S.C. 300gg-91 et seq.) is amended by adding at the end the following:

The content below is not from the Reconciliation Act.  This is the section of the bill that changes the tax code to reflect 'assistance for coverage.'

Subtitle E--Affordable Coverage Choices for All Americans


Subpart A--Premium Tax Credits and Cost-sharing Reductions


(a) In General- Subpart C of part IV of subchapter A of chapter 1 of the Internal Revenue Code of 1986 (relating to refundable credits) is amended by inserting after section 36A the following new section:


‘(a) In General- In the case of an applicable taxpayer, there shall be allowed as a credit against the tax imposed by this subtitle for any taxable year an amount equal to the premium assistance credit amount of the taxpayer for the taxable year.

The specific place for this provision is stated as the place where other refundable credits exist in the code. The plan a citizen is receiving the credit for has to be a 'qualified' health plan, therefore, when purchasing health insurance it will be a vital question to ask, "Is this a qualified health plan under Section 1401, Sec. 36B of the Patient Protection and Affordable Care Act?"

I say this because there will be plenty of plans out there that will still try to scam people.  So there has to be an understanding between the insurer and the insured that the plan they are subscribing to is a 'qualified' health plan.  End of that discussion.  That HAS to be known before citizens pay a dime for any coverage.  Right up front.  QUALIFIED plan.

You know, the insurance departments of any State should be able to list the plans that are 'qualified' at a place where citizens can easily access those records.  I think that is the best way to go about it to prevent fraud. 

There is no reason to access the IRS Code at this point.  This is an addition to the code and not a change, so there is nothing to review that would be changed.   

The tax credit is stated to be levied against the tax to be paid, not the income that determines the tax to be paid.  So this is like money in the bank.  The question is what is the definition of "premium assistance credit." 

This is where Paragraph 2 takes a prominent position in the law.

‘(2) PREMIUM ASSISTANCE AMOUNT- The premium assistance amount determined under this subsection with respect to any coverage month is the amount equal to the lesser of--

‘(A) the monthly premiums for such month for 1 or more qualified health plans offered in the individual market within a State which cover the taxpayer, the taxpayer’s spouse, or any dependent (as defined in section 152) of the taxpayer and which were enrolled in through an Exchange established by the State under 1311 of the Patient Protection and Affordable Care Act, or

‘(B) the excess (if any) of--
‘(i) the adjusted monthly premium for such month for the applicable second lowest cost silver plan with respect to the taxpayer, over

‘(ii) an amount equal to 1/12 of the product of the applicable percentage and the taxpayer’s household income for the taxable year.

This looks like a taxpayer gets their premiums back.  The verbiage is lengthy because there may be one or more insurances in play at any given time and it would be the lesser cost of the two which would apply to the credit.

The credit is applied to those citizens that obtain their health insurance through a State Exchange.The State Exchanges are covered here under this law:

PART II--Consumer Choices and Insurance Competition Through Health Benefit Exchanges

The law was to provide competition from any anti-trust issues of companies providing health insurance.  The State Exchanges are to provide that competition instead of a 'federal' Public Option.  So, the tax credit appears to apply to the citizens purchasing through these exchanges and paying for the cost completely on their own. 


Now where this 'competition' issue comes into scrutiny is in the understanding that private insurance companies will be part of the exchanges.  So, in essence they are competing against themselves EXCEPT there are rules laid out for monitoring costs in the exchanges and setting premiums according to market information.  Now, this is where all the 'cost cutting' measures comes into play and why it is vital to take the complaints of the companies with a grain of salt.  They are going to complain and they will probably complain all the time in order to try to drive up market pressure that the exchanges react to.


Now, about the rest of the bill which was changed by the Reconciliation Act. I find it really interesting that this should be the first topic in the Reconciliation Act, yet in the primary bill it isn't even close to the beginning.  There must have been many legislators concerned about changing this, so they listed it first.  Interesting.  See, in the main bill the 'reforms' are taken care of before anyone even reads this section because it is the reforms that will directly contribute to the dynamics here.  I really do consider the primary bill as well thought out and well prepared over an extended period of time.  It has been 'in the works' some time.  Long before President Obama came into office.

(1) in subsection (b)(3)(A)--
That is exactly where I was reading last night.  And Paragraph 2 is the important paragraph through this section as well.  And the way I see it, Paragraph 2 is the amount of the lower of any premiums paid for any taxable year.

By the way the laws was signed on March 23rd, 2010.  So, six months from that date, unless otherwise specified.

As to Paragraph 3...I need to read Section 10105 as it applies to the law as it seems to be the place where 'dollar amounts' are discussed.  This might take awhile.

The monies discussed in 10105 are in regard to Small Businesses in Section 1421.

So at issue is the amount of credit citizens that purchase through exchanges receive.  And according to Paragraph 2, it is the entire annual premium of the lesser of any premiums paid.  Of course citizens have to purchase the policy within the taxable year in order to get the credit, but, so what.  Find a way to make the investment rather than pay the penalty.  And consider it an investment.  

About the percentages.  I'll get into that in a minute, but, I still keep coming back to this as the quintessential amount of the Tax Credit, which simply is incredible.

‘(1) IN GENERAL- The term ‘premium assistance credit amount’ means, with respect to any taxable year, the sum of the premium assistance amounts determined under paragraph (2)...

See paragraph 2 simply 'qualifies' the lower amount of any policy and how that will be determined.  The only other aspect of the amount that is different is Paragraph 3. 


‘(A) APPLICABLE PERCENTAGE-  I hope this isn't some kind of percentage that simply outweighs the penalty to provide incentive, because, that is not an incentive.

‘(i) IN GENERAL- Except as provided in clause (ii),...

‘(ii) SPECIAL RULE FOR TAXPAYERS UNDER 133 PERCENT OF POVERTY LINE- If a taxpayer’s household income for the taxable year is in excess of 100 percent, but not more than 133 percent, of the poverty line for a family of the size involved, the taxpayer’s applicable percentage shall be 2 percent.

‘for any taxable year shall be the percentage such that the applicable percentage for any taxpayer whose household income is within an income tier specified in the following table shall increase, on a sliding scale in a linear manner, from the initial premium percentage to the final premium percentage specified in such table for such income tier:...

I really believe the amounts in the percentage table is in addition to the cost of the policies for all the months health insurance was purchased through an exchange.  I keep coming back to Paragraph 1 and in relation to that; Paragraph 3 considers low income and the additional burden such an 'exercise in living' will create for these citizens.  

So, in balance it seems as though there are additional credits for low income citizens that are up to 400% of the poverty line.

The scale that is listed is to be adjusted by the Internal Revenue Service to equally distribute the percentage added to their burden along each continuum of 'class' of income.  As an example, in the 200% to 250% the percentage added to the premium amount as determined in Paragraph 2 RANGES between 6.3% to 8.05%.  So the IRS has to apply equally that range across that '50' percentage points.  That is what that is.

This has huge implications and I understand completely why the Republicans are trying to defame incumbents at every turn.  It could be said that The State Exchanges encourages citizens to even leave their insurances behind and purchase through the exchange IF there are no equal advantages otherwise in the law AND I CAN'T SAY THAT AT THIS POINT.
But it sure looks that way.  I will end here by stating, so far the effective date is six months after March 23, 2010, however, there are no State Exchanges yet and that means there won't be such credits until they are established and I believe from previous readings that was 2014.  

I'll pick up from here and I am going to stick by my assessment of this section !

I've been thinking of taking a ride out to Asheville.  Weekend will be too crowded.

Smoking Mountains.  They are beautiful, even above the clouds.

There is also a monestery along Route 194, I think that is the road number.  The view across from the monestery is breathtaking.  There are no large trucks along that road because of all the tight twists and turns up that mountain.  It is quite a place.

...By 9:40 a.m., more than three hours before the Obamas were scheduled to land, residents began staking out spots in the Lowe's parking lot in Arden, which offers a good view of airport runways.

By 12:10 p.m., close to 200 people were in the parking lot. At the airport, some caught sight of the couple as they left what was being called “baby Air Force One” by some reporters.

North Korea does not understand 'valor' is about living and not dying.

I would anticipate a disabling strike against the North should one be necessary.

The denuclearization of North Korea is of great interest to the international community and is a key premise of international policies toward North Korea and the discussion of reunification of the Republic of Korea. Unfortunately, efforts by the international community to resolve North Korea’s nuclear issue have not produced visible results and, as discussed below, the nuclear issue is only one component of the larger problem of North Korea....

Visible results is a diplomatic measure of cooperation.  North Korea has removed access by the IAEA and has gone forward with a nuclear program that is prohibited by all agreements with the USA.

Basically, there is a limit to negotiations.  There are always limits.  It is the obligation of North Korea to reassure the International Community and it has not done so.  Quite the contrary, it has moved forward aggressively against the South.  That does not rule out Japan or Taiwan as targets either.  Guam.  There is a lot to protect and the clock has run out, so to speak.

North Korea has laid out the framework now and it is up to the USA to protect humanity from a nuclear confrontation. What needs to be made clear to North Korea is that there is no reason for any of their aggression.  They need to understand the consequences to their actions will end the danger to the world, including Russia and China.  There can be no gamesmanship or brinksmanship here.  North Korea is used to being tolerated, they need to understand that tolerance has reached its limit.

This might be a hell of a ride.

North Korea wants war and anyone that believes otherwise is a fool. They have wanted this war since July 27, 1953. I told you Kim would use the nukes without a second thought.

...The reclusive North says it had nothing to do with the downing of the Cheonan, which sank after an explosion, killing 46 sailors. A South Korean military intelligence report leaked to the local media said the North had almost certainly torpedoed the ship.

"Just as the investigation is being conducted with international cooperation, we'll try to cooperate with the international community in taking necessary measures when the results are out," President Lee Myung-bak told a group of visiting foreign journalists.

U.S. Secretary of State Hillary Clinton said that North Korea should not take provocative actions following the allegations it may have sunk the South Korean ship, and should resume talks on ending its nuclear programs.

"We have said time and time again that the North Koreans should not engage in provocative actions, and that they should return to six-party talks," she told reporters at a NATO foreign ministers' meeting in Estonia.

The sinking of the ship is an issue fraught with risks for South Korea's Lee....

As far as I am concerned, Kim already declared war.  When he called the South Korean President it was to insight retaliation to 'give Kim an excuse.'  Incoming means nothing to him.  Nothing. He fully expected a ground attack and thought he would have the upper hand in 'first launch.'

There needs to be a clear voice coming into the North Korean military leadership from the West.  They need to have a conscience for their people. 

Dialogue with the North's military leaders now.  Don't wait.  Kim doesn't care about any nuclear cloud that effects the North.   It will happen.  


Get the North Koreans to understand the brevity of their decisions regarding commands coming from their President.  Our military Joint Chiefs would call the President 'on the carpet' about such decisions if it were unwarranted, the Korean military leadership should act in the same capacity.  I would also be very frank to the outcome of aggression.  GIVE THEM INFORMATION.

These incidents go directly back to the Axis of Evil speech.  You know, when the USA has a President with a mouth designed by Rove, these are the consequences.  There are consequences, real life consequences, to words President's speak.  Neocons.  And I hear Cheney is running his mouth again.  No doubt Cheney relishes the another war.

David Frum coined that phrase.  He originally called it 'the axis of hatred' and then changed it to evil.  The speech that brought the phrase into global conscienceness was the State of the Union on January 29, 2002.  It became a household word for Bush and his administration after that.

TOKYO, Dec. 12— In a challenge to the United States, North Korea said today that it was immediately reactivating a nuclear reactor idled since a 1994 crisis that nearly led to war between the countries.
The reactor at Yongbyon is capable of producing enough plutonium for the country to make one or two nuclear weapons a year, according to American intelligence officials.
North Korea justified the decision -- the latest in a sharply downward spiral in relations with Washington -- by declaring it the only way to produce electricity to make up for the recent suspension of fuel oil deliveries from the United States, Japan, South Korea and the European Union. The fuel cutoff, in turn, was announced as a punishment for a secret nuclear weapons program, whose existence American diplomats say North Korea first acknowledged during an American visit in early October.
''The prevailing situation compelled the D.P.R.K. government to lift its nuclear freeze adopted on the premise that 500,000 tons of heavy oil would be annually supplied,'' North Korea's Foreign Ministry announced, using the initials for the Democratic People's Republic of Korea, North Korea's official name. ''Whether the D.P.R.K. refreezes its nuclear facilities or not hinges upon the U.S.'... 

...Nearly five years after President Bush introduced the concept of an "axis of evil" (click here) comprising Iraq, Iran and North Korea, the administration has reached a crisis point with each nation: North Korea has claimed it conducted its first nuclear test, Iran refuses to halt its uranium-enrichment program, and Iraq appears to be tipping into a civil war 3 1/2 years after the U.S.-led invasion....

Then it took on all kinds of rhetorical spins, "Beyond the Axis of Evil,'  "Outposts of Tyranny."  Oh, they were winners alright.  

It was shortly after that speech in 2002 when North Korea removed the 'seals' from its nuclear reactor and restarted its nuclear program.

VIENNA (AFP) — North Korea asked the International Atomic Energy Agency on Monday to remove seals and surveillance equipment from a key nuclear facility, the UN nuclear watchdog said Monday, amid a deadlock over a disarmament deal.
The request came three days after North Korea confirmed it was working to restart the Yongbyon reactor and no longer wanted US concessions promised under the landmark agreement in return for its denuclearisation.
IAEA chief Mohamed ElBaradei told the Vienna-based agency's 35-member board of governors that North Korean officials asked the agency's inspectors earlier Monday to remove the seals and surveillance equipment....
