I found this notice from Google when I opened the blog a short time ago.

European Union laws require you to give European Union visitors information about cookies used on your blog. In many cases, these laws also require you to obtain consent.

So, my take is that Europeans want to read the blog but can't because it lacks a warning. Since I don't know anything about international laws or how they impact American blogs I don't have a problem if there is a notice on the blog.
