The J1 program is designed to provide access to the USA by a foreign person but it already requires a minimum income of $2000 per month to qualify for that Visa. Needless to say the J1 Visa holders are supported by family or other income. The reason for the requirement is to prevent the person from becoming a burden to the country’s taxpayers.
One other aspect to that program is the additional cost of spouses and children to the monthly income requirement.
With this additional cost to J1 Visa holders it seems as though by Trump using any excuse possible to deport them; they would have to pay increased costs to return or be eliminated from the program by sheer lack of funding.
I find the financial exploitation by the State Department very telling of an administration completely out of control of foundation knowledge as to how the world works. In the case of Harvard these policies are not only exploitive of the participants of our Visa programs, but, indirectly assaults the financial stability of the long standing institution.
Where does this exploitation stop? When does this administration stop seeking to destroy the solvency of our great institutions that took centuries to build?
