The President of the Senate needs to address the Senate. It urgently needs his guidance.

Joe, the moral content of the Senate has been sacrificed for politics. It is time to use the power afforded the President of the Senate to address the 100.

For example, he may decide points of order (subject to appeal) and enforce decorum in the Senate chamber and galleries.

While they no longer do so, election to the office is considered one of the highest honors bestowed by the Senate, and Presidents pro tempore are traditionally accorded a somewhat larger salary and allowances for staff....
