A Miracle has happened. The House GOP is finding fiscal discipline. At least until after the election of 2010.

...Rep. Jason Chaffetz, R-Utah, (click title to entry - thank you) called Thursday's decision "awesome," while Rep. Rob Bishop wasn't as enthusiastic.
"I want to make sure my constituents are not disadvantaged, but I will play by whatever the rules are," said Bishop, R-Utah.
House Republicans voted for the one-year earmark moratorium in a closed caucus meeting, just a day after House Democrats decided against a total earmark ban in favor of a new rule blocking any earmarks that benefit for-profit companies....

One year. Until the elections of 2010 are decided.

The revelation on the part of the House GOP clearly indicates they WERE NEVER fiscal conservatives in the first place, otherwise, they would not have to call a ONE year moratorium.

Ah, the truth has finally become evident.
