There was a similar storm, I believe it was 1960. That hurricane dumped 11 inches on Michigan.
Michigan just had a state of emergency in April.
I would not take this storm lightly regardless of it's downgrade in hurricane standings, it has killed two people that is known. It can be the flooding that is worse than the wind.
There is a chance boating could be effected, too.
