I think Rand Paul is correct. Perjury is not an option.

Sen. Rand Paul (R-Ky.) said Tuesday (click here) that Director of National Intelligence James Clapper lied to Congress during a March hearing.
"What I'm saying is that the Director of National Intelligence, in March, did directly lie to Congress, which is against the law," Paul said on CNN, according to a transcript. "He said that they were not collecting any data on American citizens."...

The problem is less the USA intelligence community, however, so much as those in the Executive Branch and their abuse of power. In 2007 when it was evident the Republicans were going to have a struggle placing yet another member of the party in office, Bush attempted to step up the fear quotient in the country to prevent the war in Iraq from ending. It was Cheney's forever war. At that point the intelligence community derailed the power play by Bush.

WASHINGTON -- A day after President Bush (click here) sought to present evidence showing that Iraq is now the main battlefront against Al Qaeda, the chief US intelligence analyst for international terrorism told Congress that the network's growing ranks in Pakistan and Afghanistan pose a more immediate threat to the United States.

In rare testimony before two House committees, Edward Gistaro, the national intelligence officer for transnational threats, said that Al Qaeda terrorists operating in South Asia are better equipped to attack the United States than the network's followers in Iraq are.

Asked which arm of Al Qaeda concerned him the most, Gistaro told a joint session of the House armed services and intelligence panels that it was South Asia....

The problem with the previous administration cannot be repeated. So, the USA doesn't need people willing to lie to Congress in order to maintain control in the way they believe is necessary. The Congress of the USA and the people are not puppets to the military or the intelligence agencies. We witnessed on multiple times how the previous administration attempted to play with the voters of the USA in order to run illegal and immoral wars.

No more lying.

It never fails. The power players within the political spectrum of the USA believe they have a right and OBLIGATION to run game on the people. Not anymore. If the USA is ever to have a sincere national security it cannot be based in lies. The open meetings of Congress have become nothing more than an extension of political influence. The best example of the wayward USA Congress is Representative Issa. He will do and say anything in order to maintain whatever political 'mind speak' he believes is in his best interest. Issa got his permission from Cheney, Scooter Libby and Rove. The Bush White House showed the GOP how to lie and lie again to Special Prosecutors and how to run game on the American people. Rove went back again and again before the grand jury in the Plame Case and Scooter Libby simply lied. Cheney and Bush would not give testimony as a privilege of the Executive Branch but they 'visited' with the prosecutor.

The military and intelligence budget is out of control and the NSA needs to rent out some of their office space.
