Trump is allowed to impose tariffs emergently while investigations of unfair trade practices go forward. Those investigations are then to be presented to Congress to pass laws to return the balance of economic fairness.
Foreign trade partners can freely submit their own investigations to the USA Congress and international organizations such as the WTO for a return to balance of trade. If tariffs are applied unfairly by Trump, a demand for refund of those tariffs can be made.
