It is all illegal mischief.

The parties involved should sue. Malicious intent. Include Trump personally in the lawsuit. 

The Supreme Court stated a president can’t be prosecuted for illegal acts. It has nothing to do with financial liability of those illegal acts. 

Those Supreme Court parameters can inly be upheld when the illegal act is on USA soil. Diplomatic immunity is not absolute.

Trump’s criminality is grossly inappropriate. He acts deliberately criminal. The occurrence of his criminality is known to him. He is not an innocent man getting tripped up in circumstances beyond his control because he acted as president. Trump’s criminality is contemplated. When his acts are personally executed for no particular purpose except that he can get away with it, and/or Trump may personally benefit from those criminal acts, levers of powers against him should be applied. 

In 99 percent of his time in office Trump is a bad actor. 

USAID funding was upheld by the courts as an act of Congress as a humanitarian effort. USA foreign policy includes humanitarian intent. When Trump is withholding appropriated funds it is harmful to the recipient. Trump is doing damage. These are not monies to cover repairs of an

obsolete aircraft that is best used for parts. Although he is intentionally flying repaired, but, dilapidated jets in the military. But, these monies make a difference with human beings and their survival. If these monies are to go to the people of Gaza for humanitarian relief, God help him.
