Washington education officials have a new message for the state’s schools: buildings may be closed, but school must go on.
The state’s Education Department released guidance Monday that calls on school districts to provide some form of instruction while schools are closed because of the novel coronavirus.
The guidance represents the first time the state has said across-the-board, some form of instruction is mandatory. Districts must resume class in some format by March 30, a spokesperson for the state Education Department said. Beyond that, the state offered few mandates of what instruction should look like.
“Although schools are closed and are not providing traditional in-person instruction, education must continue,” the new guidelines read. “We have an obligation to our students to provide them with opportunities to continue their learning during this pandemic.”...

The hundreds of furloughed employees worked in Jaeger's "J Collection" group of 19 hotels, which includes the 207-room Jung hotel and Residences on Canal Street, as well as a dozen boutique hotels in the French quarter, such as The Bourbon on Orleans Street and the Melrose Mansion on Esplanade Avenue. The group also includes hotels outside the city, such as the Nottoway Plantation in White Castle, which Jaeger's MCC Group acquired last year....
They are not job losses. The Ameican work force is on a Mass Lay Off until COVID-19 has been removed as a danger. This is not the global economic collapse of 2008. The financial markets DON'T GET IT!
The financial sector is going to have the ability to get large amounts of money from the Trump Deal and they don't know what to do with it. The money will never be applied in a way that actually TRICKS DOWN to the American worker. It is why the Democratic leadership has brought forward a package for the Amerian worker.
The facts are that as soon as the American workers start receiving unemployment pay, the economy will rebound and it has nothing to do with the financial sector. The monies the financial sector will receive is Christmas money. The companies that lost stock price because Wall Street lost it's nerve will never see the money that Trump is providing to the financial sector.
When the American worker spends money, then the stockbrokers will again purchase companies' stock and the price will go back up. But, the financial sector is ALWAYS the worse place to put money as an economic stimulus. The monies The Fed and the USA Treasury secretary will provide to the financial sector will never benefit the USA economy directly. As a matter of fact, the brokers will be looking for opportunities on other continents with their Christmas money.
President Obama needed to legislate a stimulus bill AFTER the monies from TARP were paid because TARP money was a Christmas present and never did anything to the USA economy.

Morgan Stanley chief US economist Ellen Zentner expects that jobless claims released on Thursday will be 3.4 million, she told CNBC during a Tuesday interview. Thursday's report from the Department of Labor will show unemployment claims for one week ending March 21.
Job losses of more than 3 million in one week is "incredible," Zentner told CNBC. "It's a stop in economic activity."...
They don't get it. There won't be a prolonged recession now that the American worker is going to receive extended time for unemployment payments. Small business is the backbone of this country.

Only doctors can admit or discharge, so it is up to them to determine the length of NEED for hospitalization.

As people become ill and NEED hospitalization their stay will be determined by their progress. Those that progress well will reach a point where they are going to become well again. Those folks can be discharged to OUTPATIENT MONITORING. If for some reason there is a relapse, the patient can then be put back into the hospital.
There needs to be outpatient monitoring from diagnosis to complete wellness. That was complete wellness. In other words, the discharged patient may need to be on quarantine UNTIL they test negative.
Those outpatient units need lower-level but VITAL personnel to MONITOR the patients. It can be performed by home care assistants that report to Case Managers.
Governor Cuomo is correct about the outbreak being densest in the city. Ohio is a good example of that. There are cases in about half the state of Ohio, but, the densest numbers are Columbus and Toledo

The USA now has 12 percent of all COVID-19 cases in the world. That is an increase of 2 percent.
The USA now has 2.9 percent of the COVID-19 deaths. That is a drop of 0.1 percent.

The president is selling the American public a bill of goods.
I find Deborah Birx irresponsible. We are not in Europe. She didn't discuss the numbers of dead in Europe and the horror transpiring in Italy. She is grooming the audience for a release of any economic impacts in seven days. That is not what the 15-day review is about, necessarily.
If there is exceedingly good news in the USA then the issues regarding the economic effect on individuals can begin to be rolled back, BUT, if the number of sick, positive tests, those on ventilators and those dead is increased without SIGNIFICANT reductions Americans still need to be protected.
Americans need to listen to their governors and the governors need to prepare for a court fight.
The governors more than anyone want to have people back on their jobs. I believe New York is going to try the medications found to be effective. That is real hope. If that quickly has an effect then there is reason to move forward with economic priorities. BUT, if that fails to improve the health of people in a way that ends the viral spread, there needs to be caution.
Ask Dr. Anthony Fauci, he will say the same thing and more.

So, he’s definitely adhering to that. The situation on stage [for the press briefings] is a bit more problematic. I keep saying, “Is there any way we can get a virtual press conference?” Thus far, no. But when you’re dealing with the White House, sometimes you have to say things one, two, three, four times, and then it happens. So, I’m going to keep pushing....

“The worst is yet to come,” San Francisco Director of Health Dr. Grant Colfax said at a news conference Monday. “Every community where the virus has taken hold has seen a surge in the number of coronavirus patients who need to be hospitalized. We expect that to happen in San Francisco soon, in a week or two, or perhaps even less.”
San Francisco has already taken steps to decompress the healthcare system — banning almost all visitors to hospitals and long-term care facilities, canceling elective surgeries and routine medical visits, and ordering appointments be done by phone or video if possible, and opening up tents to care for mild coronavirus patients to keep hospital beds free.
But officials say based on what’s happened elsewhere, the surge will come....

As of Monday afternoon, March 23, a total of 48 Whatcom County residents were diagnosed with the respiratory illness. No new cases have been reported in the county since Sunday night....

Cafes along the Navigli in Milan hunker behind shutters along with the Milanese who used to sip aperos beside the canal. Oregon elections officials (click here) say they’re confident about proceeding with the state’s scheduled May 19 primary – but they say it would be very different if they were talking about bringing hordes of would-be voters to thousands of polling stations amid the coronavirus epidemic.
“It would be really difficult,” said Multnomah County elections director Tim Scott. “I feel for the states that still do most of their voting on election day.”
Seven states and Puerto Rico have already postponed their primary elections, and more delays may be in the works. And if the epidemic continues next fall, it could also jeopardize the ability of voters in many states to participate in the November presidential election....
The Tokyo Olympics are postponed. That is a hard one to accept. It will eventually go forward. The venues are still standing and athletes will no doubt keep up their training.

Ski to Sea announced Monday, March 23, that it has canceled the 2020 race on Memorial Day Weekend due to the circumstances surrounding COVID-19.

Oregon elections officials (click here) say they’re confident about proceeding with the state’s scheduled May 19 primary – but they say it would be very different if they were talking about bringing hordes of would-be voters to thousands of polling stations amid the coronavirus epidemic.
“It would be really difficult,” said Multnomah County elections director Tim Scott. “I feel for the states that still do most of their voting on election day.”
Seven states and Puerto Rico have already postponed their primary elections, and more delays may be in the works. And if the epidemic continues next fall, it could also jeopardize the ability of voters in many states to participate in the November presidential election....

...“Medical toxicologists (click here) and emergency physicians are warning the public against the use of inappropriate medications and household products to prevent or treat COVID-19. In particular, Banner Health experts emphasize that chloroquine, a malaria medication, should not be ingested to treat or prevent this virus,” reported the Banner Health system.
“Given the uncertainty around COVID-19, we understand that people are trying to find new ways to prevent or treat this virus, but self-medicating is not the way to do so,” said Dr. Daniel Brooks, who works at Banner’s Poison and Drug Information Center as medical director. “The last thing that we want right now is to inundate our emergency departments with patients who believe they found a vague and risky solution that could potentially jeopardize their health.”
The man who died was in his 60s and his wife is in critical condition after both of them ingested chloroquine phosphate. The chemical is an additive frequently used to clean fish tanks, though it is unclear if that’s how they obtained it. It is different from hydroxychloroquine as the latter is a less toxic derivative of chloroquine....

A new initiative brings together NASA and the National Science Foundation as well as a host of Department of Energy laboratories, companies and academic institutions. The optimistic view (click here) from economic forecasters is that the annual GDP growth rate in the second quarter of 2020 will, at best, be -8%. Others predict as bad as -15%. Combined with educated guesses that the first quarter will also see negative growth in retrospect, there's a good chance the country is already in a recession.
"With the big caveat that we really don't know, I think it's reasonable to look for something like 10% to 15% down," said Scott Brown, chief economist at Raymond James.
I am not worried. The GDP record has also not counted on the increase in a "New COVID-19" economic dynamic. This is at the very least a level headed approach by Fortune. Goldman Sachs CEO is earning his new paycheck saying the loss to the USA GDP will be 24 to 25 percent. That is a lie.

Italy's statistics are very scary. Their health care personnel are dying. The country will have people taking care of people and trying to intubate those that need it. The country of Italy needs to take this time to talk to the people not just about staying home and away from infection but to the falling numbers of nurses and doctors.
Intubating a person is not easy and is achieved with an unconscious patient, either through anesthesia or patient condition. It is going to be difficult for average people to intubate, BUT, there are different intubation methods that is far less invasive than an endotracheal tube.
Average people can do this if they are visually trained. It takes skill and nerve to practice and master, but, this is the best option for people needing intubation without enough professional staff.

The laryngeal mask airway (LMA) is a supraglottic airway device developed by British Anesthesiologist Dr. Archi Brain. It has been in use since 1988. Initially designed for use in the operating room as a method of elective ventilation, it is a good alternative to bag-valve-mask ventilation, freeing the hands of the provider with the benefit of less gastric distention. [1] Initially used primarily in the operating room setting, the LMA has more recently come into use in the emergency setting as an important accessory device for management of the difficult airway. [2, 3]...

This is the laryngeal mask airway (LMA). It goes into the mouth and down the throat to where the lungs receive air to the lungs, the larynx. The field for insertion should be sterile when at all possible, but, the patient only has to be intubated long enough to recover from the virus. If the field is not sterile the patient will probably need antibiotics following recovery to prevent any other kind of pneumonia from taking hold and making the patient sick again and quite possibly needing the ventilator again. The supplies and instructions should come from Italy's government that knows how to talk to the people to quickly instruct them.
This is an endotracheal tube and all the materials needed to insert it safely. It is highly invasive and the method above is not. This method needs a good deal of training and experience, the method above does not.
The TRICK to endotracheal tubes is KEEPING THEM IN PLACE once inserted. The above method tends to be more unstable in the hands of the naive. But it can be secured to stay in place with regular checking and reinforced taping. The method above is usually surgical and not applied to the long term. The endotracheal tubes are used for extended periods of time.
This is a method that can work for those that can save lives and monitor the patient and maintain tube placement.

The unemployment claims are being called job losses. That is incorrect. This is a mass lay off to protect the health of Americans and jobs are still intact. Viable companies don't go out of business overnight.
Does anyone believe for a minute that children won't be going back to school? Why believe any differently about businesses and workers?
One of the places in the USA that has highly skilled and very valuable employees is NASA. They are putting further work on their projects on hold (click here). I quite certain that is not job losses and they will be "back at it" as soon as it is safe. I am quite certain every working American is an important employee, they need unemployment benefits to see them through until their companies reopen their doors.
I noticed Trump mentioned Boeing in particular in bailing out airline companies. I was correct, wasn't I? Trump wants to bailout Boeing over the hideous jet that received NO government oversight.

There is no doubt that Boeing (click here) has been struggling as of late. The firm was first hit with the fallout of two fatal crashes of its 737 Max, and now the coronavirus SARS CoV-2 has significantly slowed down flights.
That's why the company is now requesting $60 billion in government support, according to CNBC. Luckily for the firm, U.S. President Donald Trump has said he will provide support for the company....
The person requesting $60 billion bailout is out the door at Boeing. The people that passed over SAFETY in order to market the MAX and sell it in large numbers is out the door at Boeing.
People died and the CEO jumped on the idea of sympathy for the company and a huge loan on the coat tails of COVID-19. He ain't employed by Boeing anymore. There needs to be a shake up at that company and HUGE ethical standards put in place with PERMANENT regulatory oversight. THAT IS THE ONLY WAY BOEING RECEIVES A DIME OF GOVERNMENT MONEY!
I see the financial markets the same way. If the CEO of Goldman Sachs is worried about where he is going to lay his head tonight, I might listen to him.

AT&T has created a $10 million (click here) Distance Learning and Family Connections Fund that launched Friday.
The fund is designed to give parents, students and teachers tools they need for at-home learning. and The fund also will provide resources to maintain meaningful connections and bonding opportunities for those isolated from family and friends.
The first $1 million went to Khan Academy, which offers educational practice exercises, instructional videos and a personalized learning dashboard that empowers students to study at home. Khan Academy also offers free tools for teachers and parents to help them track student progress.
AT&T also announced all consumer home internet wireline customers, as well as Fixed Wireless Internet, can use unlimited internet data....
Now, I am not a bit worried about AT&T's corporates ethics or it's desire to practice them when it's customers are most in need. Communications with this company would always be open.
THE AMERICAN PEOPLE COME FIRST.
When the word hit about China Wall Street started to moan and cry in a second. Those are not stable financial markets. Their losses are their own fault. They saw their multimillion-dollar homes slipping through their fingers and that is the truth. NOTHING has happened to any manufacturing, but, people were dying and the markets only considered their own greed. Those are not good financial markets. In four to five months China has stopped the spread of COVID-19 within it's borders, yet Goldman Sachs with offices headed by Paulson the former Treasury Secretary decided to give it's current CEO a big pay raise while holding out it's hand for federal money. I don't think so.
There is no reason for what occurred in the financial markets and there is no golden parachutes from the USA government to any of them.
The American people need to be BAILED OUT through extended unemployment benefits that include tip earners. Medicaid must be extended to anyone automatically upon diagnosis. Small businesses need to have their interest payments on their business loans and mortgages. The bank or organization that holds those loans and mortgages MUST be receptive to allowing payments to be rescheduled into the loans and to begin again as soon as the owners and workers can return to open their doors again. THE BANKS AND ORGANIZATIONS carrying those directives forward is more then welcome to ask for assistance from the federal government IF THEY PROVE their need. It won't happen overnight and they need to be soluble when they apply for the monies.
The financial markets need to be ready for bad news. Sunshine is sometimes blocked by the clouds. If they aren't capable of sustaining themselves for a period of time according to their FITNESS TESTS ON RECORD, then they should have been dissolved a long time ago.

Perspective
I am trying to be helpful. I appreciate the return of Americans to their families at home.
There were a lot of numbers tossed out during the update about the country's preparation. This NEED is not normal. Below is an entry on the net by a nurse as to the number of gloves he uses during a NORMAL day in a Step-Down unit.
I actually think he should be using a few more, but, that is me.
I strongly suggest the Governors and FEMA receive reports in regard to inventory and NEED through Directors of Nursing and/or Vice Presidents of Nursing for the hospitals involved. I am confident the leadership of any nursing department in the country is now taking serious look at the potential need for PPE.
I wish everyone great skill and a bit of luck in their patient care.

Turning patient & checking for moisture, daytime toileting - 10 pairs
Noon insulin - 1 pair
Afternoon heparin - 1 pair

End of shift nursing handoff report - 1 pair
Total: 20 pairs minimum in 12 hours
Add: 1–2 pairs for each lab collection.
Add 1–2 pairs for each imaging in room or transfer.
Add 1–2 pairs for dressing changes.
Add 3 pairs if the RN obtains vitals instead of a Nursing Assistant.
Add 3 pairs if the RN obtains Point of Care glucometer samples.
Total additional pairs: 9–12
There were a lot of numbers tossed out during the update about the country's preparation. This NEED is not normal. Below is an entry on the net by a nurse as to the number of gloves he uses during a NORMAL day in a Step-Down unit.
I actually think he should be using a few more, but, that is me.
I strongly suggest the Governors and FEMA receive reports in regard to inventory and NEED through Directors of Nursing and/or Vice Presidents of Nursing for the hospitals involved. I am confident the leadership of any nursing department in the country is now taking serious look at the potential need for PPE.

GRAND TOTAL: About 30 pairs of gloves maximum, 20 pairs minimum FOR A SINGLE PATIENT x 4 patient load for a PCU (Stepdown) or MedSurg unit = 80–120 gloves per 12 hour shift.
