More definitions to the Assault Weapons Ban Amendment

``(L) Any combination of parts from which a firearm described in subparagraphs (A) through (K) can be assembled.

This is a definition that does not need explanation by now. All the weapons described to this point have a clear understanding of what is manufactured and what is not, but, add-ons. Those add-ons can be from other guns. I think of it this way. If I have three guns that do not work, I simply dismantle them into pieces and reconstruct a working gun out of the parts. That is a method of manipulation that might be interesting in combat, but, in the reality of everyday life in the USA acts to create very dangerous weapons.

``(M) The frame or receiver of a rifle or shotgun described  in subparagraph (A), (B), (C), (F), (G), (H), (J), or (K).

I thought this would be an interesting resource for those that want to end the plague of these weapons on our streets. It is an e-page of The Department of Justice.

The receiver is the portion of the gun that contains the trigger and bolt. Gun owners sometimes call it 'the heart of the gun.'

Enthusiasts of gun-law loopholes, (click here) this might be your new favorite workaround. A project at the crowd-funding site Rockethub wants to create a 3-D printed gun part for just $50. The twist: the part is only 80 percent complete, so like an Ikea desk you'll have to finish the rest of it yourself.
Started by 2nd AM Arms, the project promises to make a lower receiver for an AR-15 semiautomatic rifle. The lower receiver is what holds all the working parts in a gun. The receiver is so important that under U.S. law, a receiver on its own is still treated as a firearm, and requires a serial number. The argument made by 2nd AM Arms, however, is that an 80-percent completed receiver is just part of a gun component, not a full-blown firearm, and as a such is not subject to the same degree of federal regulation.
That is the heart of a gun that can actually be assembled to create an AR-15. The way I read this bill, this 'heart of the gun' would be illegal to print on a printer to facilitate the building of an illegal gun. That is what this is.

This is a very important Amendment, is it not? It will make a child's printer an illegal instrument to produce a weapon. That is not important? Keeping dangerous weapons out of the hands of young people is not important? 

``(37) The term `large capacity ammunition feeding device'-- (below - there are others that range from 10 rounds to a continuous feed.)



``(A) means a magazine, belt, drum, feed strip, or similar device, including any such device joined or coupled with  another in any manner, that has an overall capacity of, or that can be readily restored, changed, or converted to accept, more than 10 rounds of ammunition; and

A source of ammunition cannot be manipulated to create a feed of more than 10 rounds.

``(B) does not include an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.''.

Discussed rimfire before. It has a thinner casing than a regular form of ammunition. The thinner case is to facilitate ignition of the primer to the powder. But, rimfire is where the firing pin hits the edge of the ammunition rather than the center. 

(b) Related Definitions.--Section 921(a) of title 18, United States Code, (click here) as amended by this Act, is amended by adding at the end the following:

``(38) The term `barrel shroud'--(below - online description by owner (click here) "The SB-X shortens the overall barrel length, giving the shooter the advantage of an SBR without the paperwork. X-Ring SB-X barrels have a bore length of 12.25” but an overall length of 16.5” due to the permanently attached shroud to house your suppressor." It is manipulation to cheat the law.
I think the video from FOX is important. It isn't enough for a legislator to want to do the right thing for citizens, they have to be experts on the guns they sponsor legislation. Legislators aren't necessarily able to study their subject, but, seeks experts to work with Parliamentarian(s) that can construct the law. That is what happened here and FOX was out to make a fool of the legislator as if the need for the bill was not important and dangerous to the USA Constitution. I think most that read this know differently now. I don't really believe in ignorance if one is going to be a spokes person for a bill either. That is why I do this.



barrel shroud is a covering attached to the gun that partially or completely encircles the barrel to keep the gunman from hurting themselves while they kill others. Ouch, that barrel gets hot, huh? That hardly seems fair.

``(A) means a shroud that is attached to, or partially or completely encircles, the barrel of a firearm so that the  shroud protects the user of the firearm from heat generated by the barrel; and

See that, the definition is right there in front of the FOX News interrogator. Why ask?

``(B) does not include--

``(i) a slide that partially or completely encloses the barrel; or (below - this illustrates where a 'slide' is found. It is the top portion that moves back and forth. It reloads the gun. It houses the firing pin and is considered 'the bolt' of the gun.)
``(ii) an extension of the stock along the bottom of the barrel which does not encircle or substantially encircle the barrel. (click here for the Brownells website that sells kits for AR15, etc.)

``(39) The term `detachable magazine' means an ammunition feeding device that can be removed from a firearm without disassembly of the firearm action. (below)


``(40) The term `fixed magazine' means an ammunition  feeding device that is permanently fixed to the firearm in  such a manner that it cannot be removed without disassembly of the firearm.(below)
