She is trying to say Mark Sanford as the South Carolina Governor was unavailable.

She didn't criticize his personal choices, she pointed out his professional standards were lacking. I think she did it well. I don't understand the booing. She was pointing out the way South Carolinians, including her, were sacrificing and looking for measures to do more with less while he was nowhere to be found.

It is one thing to be elected and simply "Talk the Walk." It is quite something else to actually "Walk the Walk." Mark Sanford never walks the walk. He sets an standard for everyone else and does as he pleases without considering his actions as important to the outcome of any other person.

I don't know how all South Carolinians measure disappointment and maybe, just maybe; they are so used to it that it is like water off a ducks back. But, I find it very disappointing and disheartening when people elected to office become unempathetic figures that live a different standard than they ask of me.

Mark Sanford as a Governor became a pathetic figure. He was not a hero to anyone. Forget about his personal standards, but, he left his office and was not to be found for days. He was not accountable for hour after hours. What is he going to do when he gets to Washington, DC and doesn't have a big screen TV that fits his standards? Seriously. I don't trust him. His personal interests pervade his life. I don't want someone in Washington, DC that will seek to intervene by funding Argentina. I don't want it and he has demonstrated no restraint to separate his personal priorities with that of his elected office.

Instead of facing his character issues by admitting he is incapable of a moral standard deserving of South Carolina he pretends he is redeemed in some strange way while he continues to be consistently odd and removed from the moral standards of most people. That is not leadership, that is living on a different plain than the people electing him. Just because the electorate can't relate to him does mean they have to forgive him. He is not reliable. There isn't anything anywhere to prove he is. Why elect him when someone very capable is standing right there and ready to serve the people of the 1st District.
