The States in increasing number require our Seniors to retest in order to maintain their driver's license, hence Photo ID.

There needs to be federal legislation to begin to REQUIRE those Social Security recipients that have no photo ID or have been refused Driver's License to carry Social Security Cards with Photo ID.

The Social Security Administration goes through great length to serve our Seniors.  They even make House Calls to assist in issues pertaining to benefits.  I don't know why a positive ID in this age of voter suppression and identity theft can't be provided to Social Security Recipients that have no other method of identification.  Times are changing and the Social Security Administration has to change with them.  Their Social Workers could easy carry digital cameras, without any fancy back drop, to any recipient that has lost their driver's license and has no other method of proof of ID.

The States on the other hand, should extend ID priviledges to any former Driver License holder in providing a Photo ID at the time of retesting regardless of success of the Senior in maintaining their priviledge to drive.  The Photo ID should be issued at the very same day of their testing.
