International Arm Sales into the middle east by China?

The issue in the middle east when it comes to arms sales isn't all that complicated. There are large countries that supply arms to the middle east governments, such as the USA does with Israel.

...Given the unprecedented levels of weapon sales (click here) by the west (including the US, Canada and the UK) to the mainly Sunni Gulf states, Vladimir Putin’s decision last week to allow the controversial delivery of S-300 anti-aircraft missiles to Iran – voluntarily blocked by Russia since 2010 – seems likely to accelerate the proliferation.

That will see agreed arms sales to the top five purchasers in the region - Saudi Arabia, the United Arab Emirates, Algeria, Egypt and Iraq – surge this year to more than $18bn, up from $12bn last year. Among the systems being purchased are jet fighters, missiles, armoured vehicles, drones and helicopters....

If China is selling weapons to the middle east, that is news. The majority of China's sales are manufactured products. Cell phones, etc. 

International arm sales is really not that complex. There is currently a convention before the United Nations to limit sales of small arms into any region of the world. That convention is suppose to end many of the rebel wars in the world. Either a country is involved with the convention or it is not. 

Arm sales by the USA is approved by Congress. The President does all the work to bring the bill to the Congress for approval. 

When it comes to missiles in the international arms market the USA Navy has boarded ships carrying these weapons for inspection and confiscation.

Actually, China does sell some munitions to the middle east, IF that definition includes Pakistan. There are probably others.
