August 27, 2005. New Orleans is below Lake Pontchartrain. On this day it was still dry and the levees were intact. This is an outrage. There was absolutely no preparedness for this by the Federal Government. Louisiana nor Mississippi can provide the vast help needed here. Besides, these states are among the poorest states in the nation !
