That is the government culture in North Carolina talking. Those are standard answers so the state doesn't have to spend monies on their citizens.
There is no reason why North Carolina beaches can't be the safest on the East Coast.
If one recalls there was a remote hospital closed as well because the state didn't allow the Medicaid extension. That's North Carolina. They don't care about the people, the state government is a business. Everyone is on their own.
The entire southeast government structure is the same, except, maybe Florida. Those governments know their people are impoverished and could not care less.
So, if there are sharks in the water than it is upto others to guarantee the outcomes. Others, like the federal government and/or some private concern that can tap into federal funds to provide a service.
