The Governor may need to ask the National Guard to assist in whatever way they can, but, sheltering 10’s of thousands of people is similar to a Katrina scenario. People will have to be bussed out to safety until this is over.
Containment is the only hope at this point. No one fighting to end this should feel anything but heroic status. This is a highly dangerous and near impossible situation. The firefighters need to be identified to their leaders and kept in a record of attendance so no one is lost.
The country regularly comes together for severe flooding. Well. This is a flood of flames. People need shelter away from danger.

Think outside the box, including flame suppression. It is past “normal” methodology.
Fire chiefs have to have measures that work. That means in such extreme situations the Governor may have to authorize such a use. For such emergency use, concentrate in containment of the contamination, and cleanup even if it means Brownfields or Superfund classification!
These fires are exhaustive to the firefighters. It is possible there are less and less firefighters if there is no end in sight. Firefighters are human beings with incredible capacity, but, they aren’t machines that can hold the line without fatigue.
These fires have to be contained as soon as they erupt with winds like these. THE EMBERS are carried a loft and over a wide distance quickly.
