The mosquitoes have to be located. It cannot be guess work.

If there are no cluster of mosquitoes found to have the virus, there has to be scrutiny of other stagnant water in the area. It could be transmitted by an infected person to a non-infected person by mosquitoes without there being a cluster population located.

If there was a population of mosquitoes carrying the disease I would expect more cases to erupt.
