The Congressional three day notification law is unconstitutional. It is overreaching into the Executive Branch and conflicts with separation of powers. There is no other reason for the three day notice except to define the Executive Branch as an untrustworthy/impugned branch of government. This overreaching is typical of the Republican majority in the House and Senate.

The reason President Obama have signed the legislation is because this Congress chronically practices brinkmanship.
