The International Nuclear Event Scale

I believe this was developed after Chernobyl.

One might note the two other major events with nuclear plants, Three Mile Island and Chernobyl, were not in a sequelae to earthquakes or tsunamis.

In my opinion, the radiation plums from Japan are NOW over fisheries with weather persciptation and this is more than a serious accident, Level Six.  There are multiple reactors at varying stages of 'deterioration' and there are significant structural damages.  It's a seven, though no fault of the Japanese and their scientists.
