"Wilma" was more than a Cat 1 Hurricane across Floirida. We saw the same issue in Mississippi.

The National Hurricane Center stated "Katrina" was a Cat 3 when it made landfall but there was Cat 5 damage everywhere. Complete devastation. I am not surprised we are seeing the same phenomina with "Wilma."

October 31, 2005. The path of much of Florida included an impact of both sides of the 'eye wall.'

The National Weather Service is sticking to their assessment this was a Cat 1 storm. I take issue with that but one consideration is that the damage was twice fold. That however is true of any landfall of an "eye," so that is not an excuse for assessing the damage.
