A word is speech. Human speech. Any Bonobo knows that.Can words have multiple understandings when they compose law? No. They cannot have multiple meanings and they need to have authority that reflects THE HUMAN CONDITION that they effect. That is why there are judges and appeals processes, but, most importantly that is why there are legislators.
