The rain that never reaches the ground.  While there are clouds and rain, the heat is 'high enough' that the 'dew point' never reaches the surface of Earth.   

There is enough water vapor between the surface and the clouds to create a rainbow, but, not enough for rain  There is probably some rain, but, not significant rain which is why many areas of the USA are running behind in rain totals for the year.  It is too hot, people.  It is far too hot.  Earth is a water planet.  Think about it.  Fog is not a substitution for rain and plenty of it.
