No one is above the law.

A sitting President and Vice President can be indicted. Why is there ever a question? Because the Plutocrats spend so much money to put them into office?

Article II

Section 4.

The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors.

If they drive a car and park in a no parking zone, shouldn't they have to pay a fine like everyone else? Getting a parking fine is not impeachable, but, high crimes and misdemeanors are.

To say a President or Vice President is above the law is to say they can get away with murder. Even in international relations that is illegal and indictable. There is a no assassination law for those in government in the USA. So, the entire idea the Executive Officers of the Executive Branch are above the law is nonsense. Any such policy within the DOJ needs to be discarded. It has questionable etiology.

If there is such a policy at the DOJ, it is unconstitutional.
