The United States Constituiton recognizes a militia/military

The signing of the USA Consitution

I find it most interesting it recognizes militias within the context of empowering individuals. Never anywhere within the USA Consitution does it mention that the 'United' states should have a military more powerful than the potential of the individuals either. In fact, if one reads the USA Consitution in it's 'context' without dicing up words and slicing apart paragraphs, there is the very distinct 'spirit' of individual over 'United' country. Where in any document, in any country, in any government has there been such pains taken to insure the individual the highest power of the land?
