It depends on the source, but, the idea the Special Council was HOUSED in the DOJ is nonsense as to the outcome of the findings.

Robert Mueller didn't have a boss housed in the DOJ. He was the boss. I am quite confident the decision to hand the findings of the Special Council to the AG and Asst. AG was due to any idea of conflict of interest or retribution for the firing of James Comey. I fully expect Robert Mueller believed the AG would act in good faith to the findings and carry out the final decision to indict. It would unite the country in understanding the impact of dealing at any level with a hostile enemy as if a friend.

§ 600.6 Powers and authority.
Subject to the limitations in the following paragraphs, the Special Counsel shall exercise, within the scope of his or her jurisdiction, the full power and independent authority to exercise all investigative and prosecutorial functions of any United States Attorney. Except as provided in this part, the Special Counsel shall determine whether and to what extent to inform or consult with the Attorney General or others within the Department about the conduct of his or her duties and responsibilities.

The LAW is obvious. The build up by the White House of the importance of the Attorney General is nonsense. Special Council Mueller had full authority of the law of the USA to bring about an outcome that should be received in full by the USA Congress and quite possibly the American people.

Robert Mueller handed the findings to the AG to submit it to the process and that didn't happen. Barr truncated the authority of the Special Council by issuing a stupid letter.

It would seem that Asst. AG Rosenstein was able to wrench the AG's arm enough to reveal there is no exoneration of Trump and that is the truth. While Robert Mueller did not subpoena the president for direct questions or submit indictments for him and his family, he fully expected the AG to carry out the FACTS and provide the Congress with the same.

The AG is obstructing the process and is truncating the authority of the US Congress as well as the DOJ.
