I am not surprised Former Director of the FBI Mueller left any indictments of Trump and his family to the Attorney General. Robert Mueller was given the task of the investigation only a few days after Jim Comey was fired. The two men knew each other. If the Special Council handed down an indictment against Trump and/or his family it would be viewed as revenge for Comey's firing. Robert Mueller would not compromise the country in that way. The Former Director would not allow something as petty as a conflict of interest enter into the picture when the outcome was the well being of the country. I strongly believe Robert Mueller would ignore his best instincts to provide a tamper proof investigation.
