II. Efforts to restrict access to records related to call
There was a "Word for Word" transcript that was produced as a matter of routine. The officials involved in the reporting by this Whistleblower attempted to lock down all the records of the phone call. OMG. The officials in the White House lawyers to remove the electronic transcript computer system. In doing that there was no record to pass along to Cabinet level officials. The betrayal those people must have felt learning the very White House attorneys they confided in demanded the record be erased.
I am not surprised there is a Whistleblower.
That is a conspiracy to conceal information. What goes on already in this White House? Where are the checks and balances we are all expecting? None of the White House lawyers are doing their job.
Below is the beginning of page 4.
The White House lawyers demanded the staff to load the electronic copy onto the Highly Classified computer system where the highly classified documents are kept. What this boils down to is that the conversation was posted to a Ukraine presidential website while Trump's White House lawyers are scrambling to hide it. The lawyers are out of line. They committed FRAUD. They incorrectly classified this conversation.
III. Ongoing concerns
July 26th, the same day of the conversation with Trump by Zelenskyy, US Special Representative to the Ukraine, Ambassador Kurt Volker, was summoned to President Zelenskyy's office. Mr. Volker was joined by Mr. Gordon Sondland, the US Ambassador to the EU. According to the records of the discussion between President Zelenskyy, a variety of political Ukrainian political figures, Ambassadors Volker and Sondland the way forward with Trump was the topic of discussion. There was something very wrong and it seems as though basically President Zelenskyy wasn't going to be caught in Trump's pressure vice. He registered his concerns with USA Ambassadors in the presence of witnesses to understand what he heard was actually what he heard. He also wanted to know what happens next.
There is another meeting in Madrid with Guiliani and a representative of President Zelenskyy about the cases discussed between Trump and Zelenskyy. August 2nd. Why all the oversight by Guiliani? Why all the pressure to the Zelensky administration? At this point, why doesn't Guiliani write the case reports himself?
What did Guiliani think he was doing? Chief of Staff Andiiy Bohdan (click here) was harassed by Guiliani, too.
Andriy Bohdan, a lawyer and adviser to President Volodymyr Zelenskiy, arrives to a press briefing in front of the presidential administration in Kyiv on May 21, 2019. A day later, he was appointed Zelenskiy's chief of staff.
These people have jobs to do for Ukraine and that does not include running around looking for a "Ghost of Biden's Past.
There was no satisfying Trump. The only way they could get Guiliani off their backs was to promise a visit to the White House in August. Below is the bottom of page 4.
One of the men that were to travel to the White House in August was Andriy Yermack, this is what he recently said about the USA and it's credibility as reported by Reuters.
“We consider the United States our friend, (click here) our strategic partner. What is happening there - it’s their own domestic political games. We will not take part in this in any way,” Andriy Yermak, one of Zelenskiy’s aides, said in a television broadcast on the 1+1 channel late on Sunday.
So Trump seems to think Ukraine and Russia are going to be buddies.

The Treaty of Friendship between Ukraine and Russia expired on April 1, 2019. (click here)
The document provided that Ukraine and Russia "respect each other’s territorial integrity and confirm the inviolability of the borders between them."
UNIAN memo. The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was signed by the then Ukrainian President Leonid Kuchma and his Russian counterpart Boris Yeltsin on May 31, 1997.
The document fixed the principle of strategic partnership, the recognition of the inviolability of existing borders, respect for territorial integrity and mutual commitment not to use its territory to harm the security of each other.
It was automatically renewed on each 10th anniversary of its signing, unless one party advised the other of its intention to end the treaty.
After Russia annexed Crimea and unleashed war in Donbas in 2014, appeals have been voiced repeatedly in Ukraine to sever the Treaty.
On September 6, 2018, the National Security and Defense Council (NSDC) of Ukraine decided not to extend the Treaty of Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, which is expiring on March 31, 2019....
The dissolving of the treaty should not be a surprise to anyone. Putin dissolved an internatinoal treaty that ensured Ukraine it's sovereignty when he invaded Crimea and began a war on the eastern border of Ukraine. If Putin was going to dissolve an international treaty why wouldn't he dissolve every other treaty ever written between the two countries?
There is now a deal between Russia and Ukraine to hold elections in the contested areas. Some Ukrainians are not happy with their new President for doing so.

Hundreds of Ukrainians have protested (click here) after President Volodymyr Zelensky said he had backed an agreement that would bring elections to territory controlled by Russian-backed separatists.
Mr Zelensky came to power promising to end the five-year conflict in the east which has left 13,000 people dead.
Any vote would be under international standards and would not be held "under the barrel of a gun", he said.
Nationalists rallied in Kiev with banners demanding "no capitulation".
Large parts of Luhansk and Donetsk, in the Donbas region in eastern Ukraine, were seized by Russian-backed separatists in 2014 after Russia captured and annexed Ukraine's Crimea region.
Conflict broke out as Ukraine's army tried to recapture rebel-held areas and at least 40,000 people have been wounded. An estimated 1.5 million people have been internally displaced in the past five years....

Ukrainian president Volodymyr Zelenskiy welcomed the released prisoners at the airport in Kyiv.
Kyiv and Moscow (click here) have exchanged dozens of prisoners in a dramatic operation that resulted in freedom for 24 Ukrainian sailors taken captive by Russia, as well as a potential suspect and key witness in the downing of Malaysia Airlines flight MH17.
The Ukrainian president, Volodymyr Zelenskiy, was on the tarmac at Kyiv’s Boryspil airport to greet the prisoners released by Russia on Saturday morning. There were emotional scenes as family members were reunited on the runway.
Oleg Sentsov, a Ukrainian film-maker sentenced to 20 years’ prison in Russia on controversial ‘“terror” charges in 2015, was among those returning home....
The world witnessed it. There were armed "unidentified" soldiers that took Crimea. There was no national Ukraine military as it was disbanded by Viktor. So, Crimea was overrun by Russian soldiers and sympathizers.

The Russian state directed and ran the military coup in Crimea (click here) and its subsequent annexation in 2014, Ukraine has told the European court of human rights.
The case in Strasbourg is one of a series brought by the Ukrainian government designed to expose alleged Russian state complicity in human rights abuses. It has the potential to embarrass Vladimir Putin and lead to Ukrainian demands for reparations from Russia.
Russia rejects allegations it was responsible for the annexation and sought on Wednesday to strike out the case in an attempt to stop it proceeding to its next stage – gathering of direct evidence.
Ben Emmerson QC, representing the Ukrainian government, told the court Ukraine lost control of Crimea on the day of the coup not as a result of unilateral action by armed separatists but “as the result of a military invasion by the armed forces of the Russian Federation, aided and abetted by pro-Russian political and paramilitary proxies in Crimea”....
IV. Circumstances leading up to the 25 July Presidential phone call.
This is where the discussion occurs about the articles from "The Hill." I am calling it quits for tonight and will pick up here tomorrow morning. I can't believe this is taking this long to sift through. I expected to simply do a good reading of the entire document and move on. There is a lot to this and a lot to understand about the circumstances surrounding it. I really do want to be able to sort through the articles in "The Hill." It looked to me to be at least 10 to 15 articles. I don't really expect to find any surprises about VP Biden or his son. They are both rock solid super Americans and I expect that is what the final result will be.

The first public knowledge of the telephone call came at the website of President Zelenskyy. Obviously, his administration was supposed to have transparency with the people of Ukraine. The reading is above and I have the words here:
"Donald Trump expressed his conviction that the new Ukrainian government will be able to quickly improve Ukraine's image and complete the investigation of corruption cases that have held back cooperation between Ukraine and the United States."
That posting on President Zelenskyy's website also implicates Trump in that there is no cooperation between Ukraine and the USA unless corruption cases (without listing names) are completed. So, President Zelenskyy left the conversation with Trump with a clear understanding the USA military equipment was not coming YET.
The Whistleblower is correct. That posting along with the specifics of what was transpiring within the White House staff and the slow to take responsibility White House lawyers is a clear path forward that Trump broke the law and needs to be impeached.
To make it clear an understanding exists that the "cases" are about the Biden family and the White House staff knew of no other case existing.
Okay, now we are up to 12 people listening to the phone call. All were policy officials and duty officers in the White House. The staff believed this would be just another call to a foreign leader and there was no listening restricts in place. Those listening to the phone call also included a State Department official, Mr. T. Ulrich Brechbuhl. The Whistleblower had no knowledge of anyone that may have been with President Trump in the Oval Office. Also noted is a fairly good distribution list for the transcript of the call to the State Department and Intelligence Community.

Evidently, the STORY Trump is trying to peddle is there is a missing server and Podesta would know where it is and it is somewhere in Ukraine. The Whistleblower doesn't know why Trump affiliates a server with Ukraine. Most people that live logical lies won't understand that either, but, the Trump Koolaid demands magical thinking to understand a mysterious storyline which obviously includes a devious Ukraine government completely dedicated to the election of Hillary Clinton. What is so hard to understand about that?

The phone calls between these two men and quite possibly the previous President of Ukraine need to be examined. The understanding Trump has in his conversation is advanced in regard to the particulars of another investigation with Joe and Hunter Biden being the focus. There is a clear understanding of the removal of Prosecutor General Lutsenko from office. Trump states perhaps he needs to stay in his office. Why would he make that statement unless he has spoken previously to President Zelenskyy about the issue? There is every reason to believe there are more than two phone calls as well. Rudy Guiliani was in Ukraine many times. He would have been asking the president of Ukraine to carry out another investigation. So, the basis of this complaint spans more time than just three to four months. Is there any chance Trump has a separate cell phone he uses for political reasons and uses that phone to make calls to heads of state?
In parentheses, March 2019 Mr. Lutsenko made public allegations about the Biden family's activities in Ukraine involving the 2016 elections and the US Embassy in Kiev. There is a further explanation in Part IV.

This article is about $4.4 million dollars that were understood to be provided to the Prosecutor General from the USA. The article comes to no conclusions and prevents sketchy information. There is absolutely no mention of VP Biden or Hunter Biden in any way.

I have not heard anything about a Ukraine investigation into USA election interference and obviously this a political magazine. I don't believe the Special Counsel entertained articles in popular newsprint.

The statement of the Prosecutor General of Ukraine, (click here) who publicly said that the National Anti-Corruption Bureau could have influenced the US presidential election, is not true and is an absurd effort to discredit an independent anti-corruption agency.
Over the past four years, the National Bureau has repeatedly proven to be an apolitical law enforcement agency. After the establishment of the NABU, for the first time in the history of Ukraine, arrests of top-officials (previously considered as “untouchable”) have started. However, even in such circumstances, it is hard to believe that a newly established law enforcement agency in a country that went through the Revolution of Dignity could somehow influence the US presidential election process in 2016....
This is a matter of who do people believe. This is part of the restructuring of any government when there has been revolution. Be clear, the revolution in Ukraine was exactly that. It removed the communist-backed Russian that was president of Ukraine. So, some of this mess is nothing more than a mess until evidence is provided. The question in instances like this is not who does one believe, but, where is the evidence about the allegations.
I will continue to read the reports by the Hill for now. This revolves around Paul Manafort. I am quite confident some of this is connected to an embarrassment Ukraine feels for their country's involvement with Paul Manafort. My initial impression is there is nothing to this complaint about Ukraine interference and benefit the Clinton Campaign.
It is pretty clear that these speculations in "The Hill" involves questions by Ukrainians of their Prosecutor General and how Paul Manafort got away with his escapades. Ukraine should not be so hard on itself. Paul Manafort was involved with an obviously corrupt Ukraine political party.
The Party of Regions “black ledger” — more than 800 pages of records, passed by the former First Deputy Head of the Security Service of Ukraine Viktor Trepak to the NABU on May 27, 2016. The records allegedly contain data on multiple payments from the shadow cashbox of the Party of Regions to Ukrainian top-officials and civil activists.
There is nothing here that pertains to Joe Biden and there is nothing here that implicates Hillary Clinton either. Ukrainian officials simply can't believe Paul Manafort was carrying on within the borders of their country and it was never found until the FBI brought the convictions.
It would appear there may be extensive corruption involved with Manafort. There is an extensive article about Manafort and Ukraine monies paid to him right upto the point he resigned from Chairmanship of the Trump Campaign.
...From 2004 to 2014, (click here) Manafort had advised President Viktor Yanukovych, who advocated that his country sever ties with the United States and other Western nations, and align itself more closely with Vladimir Putin’s Russia. After Yanukovych fled the country in disgrace in 2014, a ledger was recovered from the burned-out ruins of his Party of Regions. Its records showed that Yanukovych and his political allies had made some $12.7 million in secret cash payments to Manafort. The disclosure led directly to Manafort’s resignation in August 2016 as chairman of the Trump presidential campaign....
At any rate, Joe and Hunter Biden are yet to be even mentioned in the stories on the Hill or within the supporting documents in the articles. I found the article above on my own which provides some insight into bigger issues.
The interference that was supposed to have benefitted the Clinton Campaign was released records of the financial files of the Party of Nation's "black ledger." There is no release of secret files or monies provided. The Clinton Campaign would have indirectly benefited from those financial files that would embarrass Paul Manafort, hence benefit Clinton over Trump.
That is the ghost Trump is chasing. I have seen entries from those files, but, it was in the Special Counsel report and is on this blog. The entire circus Trump is crying about is a false trail out of embarrassment by Ukraine.

Two Soviet-born Florida businessmen (click here) — one linked to a Ukrainian tycoon with reputed mafia ties — are key hidden actors behind a plan by U.S. President Donald J. Trump’s personal attorney to investigate the president’s rivals.
Trump’s attorney, former New York Mayor Rudy Giuliani, said in May that he planned to visit then-incoming Ukrainian President Volodymyr Zelensky to win support for probes into potentially damaging claims raised by senior Ukrainian officials.
Among them was the misleading contention that Trump’s main 2020 Democratic rival, Joe Biden, improperly pressured Ukraine’s government to fire a top prosecutor; that American diplomats in Ukraine had exhibited pro-Democrat bias; and that local officials conspired to undermine Trump’s presidential campaign and help Hillary Clinton in 2016.
Giuliani set off a firestorm in the conservative media by promoting the allegations....
According to that same footnote, there were several people affiliated wtih the new president Guiliani met with; Ivan Bakanov (click here) and Serhiy Shefir (see below):
...Some view his cabinet choices, (click here) especially Bohdan, as ominous since most are close associates and friends. Serhiy Shefir, now Zelensky’s first aide, is a longtime business partner and friend....
I think interrupting the complaint with Page 4 would be an injustice.

The author of this complaint appears to have extensive knowledge of what is classified and unclassified information. The complaint is crafted in a way that it can be revealed to the public in "the entirety." That tells me the Whistleblower would leak the information if necessary. There isn't anything classified in the complaint, but, only the attachment. Applause. Applause. They are committed to the revealing of the diabolic methods of Trump to undermine the laws of the USA. This being the second phone call, very little of the conversation was about the relationship between the USA and Ukraine in regard to SUPPORTING the fledging democracy in it's efforts to protect its sovereign state with a war raging at the eastern border with Russia. The phone call was steered by Trump into his own self-interests. President Zelensky didn't begin the idea of drumming up a story about Biden in solidarity with Trump, it was Trump that controlled the conversation.
The conversation within those parameters of understanding was witnessed by multiple people. Here again, the validation of the complaint is absolute.
The statement in this part of the complaint relates an idea of time. The call was early in the morning. The time difference between the two presidents was seven hours. I suggest this was a prearranged phone call. I would expect that between two presidents. Besides that the staff witnessing the phone call would have to be present. It is just a side note to the dynamics of what is transpiring. The author of the complaint was not present, it would seem anywhere in the building.

Indeed we know there were two Russian intelligence agencies involved with the Russian invasion of the 2016 elections and are known by the FBI. There is proof of that information somewhere in the vast array of evidence in the US Justice Department through the Special Counsel investigation. We know that as fact.
Let me try a Trump Koolaid scenario out here complements of the perverted fears of Vladimir Putin.
See, the USA government DEEP STATE wants the people of the USA to believe this was all about Russia. It wasn't really Russia though EXCEPT in retaliation of what was being conducted by Ukraine.
So, Ukraine is supposed to have been hacking the USA elections of 2016 all along, but, the DEEP STATE kept it secret. The Russians being as wonderfully clever as they are came to the rescue of the USA and performed countermeasures to taint the elections in the direction of Trump rather than Clinton.
You see, the REAL DAMAGE to the USA democracy by Ukraine was hidden from the public and no alarm was made until Russia's fingerprints were all over the Clinton campaign.
Anyone actually believes that? If anyone does then the evidence files in the USA government back to the beginning of time are all manufactured and we need to dispense with all current understandings of democracy and allow the hero worship of Russia to begin. Now, does anyone actually believe the FBI and/or CIA or any other intelligence agency of the USA would carry out such extensive lies?
There is no DEEP STATE in the USA. There are currently over 13,000 FBI agents at work today in the interest of the USA. That is only the FBI. Does anyone besides the Trump Koolaid Crowd believe 13,000 agents are living a lie? Does anyone actually believe the USA government could carry out such lies? The Whistleblower was provided the information on which the conclusion is drawn in the course of daily duties. The information accumulated over four months. The idea of this being a single occurrence is wrong. This is a single reporting, HOWEVER, the information accumulated over four months of which were from multiple sources. There is every reason to believe the persons involved in this complaint are as concerned as the Whistleblower. This complaint becomes more and more upsetting the more the description of the effort behind the scenes of this complaint is described. I really believe those exposed to Trump on a regular basis are afraid for the country. That cannot be overlooked. These folks are committed to the country to begin with and to have them this upset is nothing to toy with.

The content of the complaint HAD TO BE CLEAR AND CONCISE AND REPEATEDLY VALIDATED so the Congress' time wasn't wasted. Besides, that false reporting of such criminality of a sitting president would not be treated lightly. So, the Whistleblower probably had many starts and stops when thinking it necessary to write this complaint, but, as her/his concerns continued to be validated over and over the complaint became inevitable.

"a serious or flagrant problem, abuse or violation of law or Executive Order." Who would consider an Executive Order as a basis of this complaint? This Whistleblower is somebody with enough government background to draw on every aspect of law governing the Executive Branch. No matter, that is my own meanderings. The Whistleblower is trying in the most diligent way to convey the urgency of this complaint and wants those reading the complaint to realize it is based in solid legal brevity and not the opinions in the public realm. The law is stated for a second time to carry that same urgent brevity the Whistleblower is sincerely wishing the reader to understand. This author of the complaint really means every word. I hope everyone is as dedicated to the country as this person is when reading this complaint and the supporting attachment.

Kindly remember when people like Guiliani and Pompeo state they can't cooperate with the US House in the information they seek, there are venues within the committees that allow complete security. There are always venues within the US Government that can accommodate the exchange of classified information. When a Secretary of State won't cooperate with Congress on an urgent Whistleblower Complaint that has to be considered conspiratorial and an even greater danger to the USA.

Just a note about Guiliani, I think he drank the Trump Koolaid. I do believe he is operating in the Trump universe as are Trump's Cabinet and Acting Cabinet members who cannot sign an Amendment 25 document to remove him from office. There is definitely an alternate reality that the White House exists within, which is a shift into the "Trump Universe of Lies and Deceptions." Basically, Trump has provided a platform for which the lie has become the truth which is as real to people within it as the sincere reality is to everyone else.
The statement from Trump that the procedure of impeachment is a coup is a strong example of disillusion of which others that surround him believe. It is that deranged in the White House. A person of esteem such as Guiliani and Pompeo should be stating this is an impeachment proceeding under standards of USA LAW. But, they aren't, are they?
The business of the Whistleblower begins in the paragraph stating, "In the course of my official duties,..." The Whistleblower state the alarming information to follow is from MULTIPLE OTHER GOVERNMENT OFFICIALS. Yep. Officials is the word. That carries brevity right there. There are more than the Whistleblower involved in the reporting here. That means there is a way of discerning the information in venues where everyone's identity and their statements can be kept a secret unless the Whistleblower names these OFFICIALS within the complaint.
The opening paragraph is just astounding. It is enough to take your breath away, quite frankly. A USA President is using his power to interfere in another country for the sake of information that could re-elect him to office. What is more astounding is that the Secretary of State, Former Director of the CIA and the president's personal attorney Rudy Guiliani are central to this illicit "work interest" of Trump.
I might add the news Putin openly stated Russia would be interfering in the 2020 elections is for the "Audience of One." Putin doesn't want Trump thrown out on his ear before he is re-elected. Putin also didn't count on a federal whistleblower either.
It is probably needless to say that the firing of Comey, the meeting in the Oval Office with the Russians was an open EXHIBIT of the naive state of mind of Trump and his supporters. I mean this with all my heart, those players that day will not be undone by anyone; the USA Constitution will not stand given enough time to undermine it. Obviously, the next part of the USA Consitution to fall is the idea of Whistleblowing. The safeguards of the USA Democracy will be dismantled. Putin can't believe it is taking this long.
