Rounding up or down at the USA Post Office impacts negatively the income margin of postage and postage stamps. That’s right there is a specific order that the post offices across the country have to round the cost up or down to eliminate the use of the penny unless the cash exchange is the exact amount. 

Any assault against the United States Post Office is an assault against the USA Constitution. Why plot against the viability of the Post Office unless assaulting the ISS Constitution? The Post Office viability should be guaranteed.
