There are some residents where I live flying Canadian flags instead of the USA flag. They would love to be annexed by Canada right now.

The executive branch can negotiate any of these issues, but, ultimately it is Congress that decides alliances and treaties.
The problem as it presents itself today is not the alliance or treaty or trade agreements; it is Trump’s uncontrollable, spontaneous ideas. Trump is the issue. Before any of this takes place a bipartisan leadership delegation would have to visit Greenland and Denmark and meet with NATO allies. So, there really isn’t anything to worry about. The only worry is Trump’s irrational behavior.
