Maduro can be stated as the de facto leader of Venezuela. The military ensures his place right now.
It could be said there are two presidents in Venezuela. One cannot ignore who exactly holds power and won’t relinquish it to a freely elected person.
In that is the reality of USA law that states there will be no assassinations of anyone leading a country. Trump is openly threatening Maduro’s life. He states Maduro’s days are numbered. That translates into a death threat. It is illegal. Trump is breaking the law.
The USA Congress has not declared war on Venezuela. The USA Congress cannot order the assassination of anyone. When Saddam was captured it was on Iraqi soil, he stood trail in Iraq, and it was there he was sentenced.
Trump’s open threats are more of the same killing we are witnessing with the extrajudicial deaths of more than 80 people on speed boats SUPPOSEDLY carrying drugs the USA has as controlled substances.
Supposedly these dead people are on a list of some kind. That list is probably a sanction list and/or a no fly list. There is no way they are on an official list for assassination. The USA has “The Ten Most Wanted,” etc. That list of very dangerous people is not about assassination. It is about capture and justice.
So all this killing is way outside standard USA law. Unless there was a declaration of war and the people on the boats initiated confrontations they should still be alive. As a demonstration of that, the USA Coast Guard just carried out a record setting drug bust at sea.
