The USA Army Corp can handle it with input from NOAA regarding the algae. These agencies are already paid with magnificent expertise.
The algae most likely came from the Potomac River if that is the source of the water in the pool. The algae are microscopic and can lodge in every crack and crevice. It is going to be an ongoing project best assigned to expertise already in the federal government.

The HEALTH of the water in the reflecting pool is paramount to citizens enjoying their visits. There are such things as HABS (Harmful Algal Blooms). Those blooms must be taken seriously and prevented.
