I think of infrastructure in this way:
"It all has to work or nothing will work."
If the trains and over the road transportation is more stable and without incident with a change of hours then everything has to follow. If transportation infrastructure works best in early morning hours then a shift in 'working hour infrastructure' has to change.
The one work environment that works well with a time change is Wall Street, so the financial networks won't care. They might even prefer it.
