By funding Homeland Security on a continuing resolution the Republicans are increasing the length of time the southern border remains porous. In every proposal of Immigration Reform the Republicans have demanded the southern border was secure without any people crossing into the country. By prolonging the necessary funding to end this problem to move to immigration reform the Republicans are guaranteeing the border crossings will continue.

The Republicans have to fully fund Homeland Security so it can achieve the impossible.
