There is a high pressure system in the Pacific chronically pushing any water vapor east of the drought area. Earth's water vapor systems are completely dependent on the Coriolis Effect. The changes of air mass over land mass is very slow and places the biotic content of the planet in peril. It is either too dry or too wet for too long. 

If a hurricane forms in the East Pacific it would be a good thing if it can move north and not just west. The chances of that are very small.
