Mental health is far less a problem to need to control when guns are not in abundance in the USA. If those having mental health issues, as if this guy does, can't get their hands on guns, they can't kill multitudes of people in 5 seconds.

...The Harris County Sheriff's Office said (click here) in a statement that 20-year-old Dylan Quick used a razor-type knife, and that he told investigators he'd been planning the attack at the suburban Houston campus for some time. Two people remained in critical condition late Tuesday.
Pieces of the blade were found in at least one victim, according to the sheriff's office. Broken blade pieces also were found in the area where the stabbing occurred, and the handle was discovered in a backpack that Quick was carrying when he was arrested....

The attack was in Texas. The weapon of choice of zombies are machetes and
knives. This is not as abnormal a manifestation at all in people preparing for a Zombie Apocalypse or believing they have to eat people's faces off. The attacker is not a crazy man. He is a Texan with power. I am assume his girlfriend and mother is still alive.
