The Allies and newly forming Axis Powers would meet before the war began full scale operations.

Britain, France and Germany would meet in Munich in 1938 for a negotiated 'fate' of Czechoslavakia. Germany had completely disregarded the Versailles Treaty when it annexed Austria a year earlier. The 'negotiation's, if you want to call them that, were an attempt to placate Germany and avoid what was obviously an impending war between the powers again. The 'negotiations' were actually Coercion/Blackmail by Germany to test further it's strength to war and complete destruction of it's former enemies during 'The Great War.'

The rest is history. Sorta.

If one recalls the alienation of Russia due to it's communist government with the Treaty of Versailles, it is obvious there would be a 'pact' to avoid war again with former allies. It was obvious with the economic chaos of The West and the retreat by the USA post WW I that the entire war theater would fall on the shoulders and soldiers of the Soviets. Russia literally told the rest of the world to go take a hike when it signed the Non-Aggression Pact with the Nazis. Of course, at that time, Russia knew nothing about the genocide of the Jews. It would later be Russia to first realize the atrocities of Germany and stop the killing. No other country had fathomed the fate of the Jews. Hitler was 'complete' in maintaining German Nationalism and the silence of not only his military but his country. He was completely maniacal, but, also completely sane.

I blame the USA for the failure of Versailles. Wilson was a decent man. He wanted peace but the God Damned, DC Owning, philanthropists saw their profits rising and created a fear of an authority called the League of Nations and propagandized against them. They victimized Russia and caused a genocide that would finance Hitler's Second Great War.
