The Allies would divide the land arbitrarily leading to even greater disparity of power, thus, empowering the rise of Hitler. At greatest risk was France and the French knew it. At greatest power at the time was Britain. When one appreciates the incredible military power Britian had over the seas compared to the amount of available soldiers it is quite interesting. Russia on the other hand would have the greatest capacity for a land assault. Germany was competitive on land but not so that it could match the might of the allies.
