The barometer is rising because the low pressure vortex is stationed with it's circulation center below Greenland. The reason the vortex is there is to COOL the troposphere of Earth. It is doing so at the expense of the Greenland Ice Sheet even though it is not yet Spring and the Arctic Ocean which is the ICE CUBE to the world's oceans which can now be navigated that the sea ice has receded.
