Steve Kornacki does a great deal of election analysis. He is about as through as any of the "In the moment" analysts. This surprise on his part is an alarm everyone needs to pay attention.
It is illegal to interfere with a vote count. The entire idea Wisconsin which tends to be Democratically friendly would experience any kind of problem is highly suspicious of interference.
