The facilities are unusable for the threat they create alone. If there is any form of uncontained enrichment ongoing then we have multiple Chernobyls on our hands.
Do not place anything flexible as FILL in those holes. The concrete has to seal the breeches. Earthquakes occur and this will be an ongoing process to stop the leaks from the facilities.
