If the call for an airstrike was made into Kunduz, where was the pilot?

If it was a drone, the pilot would have no reality check as to what was happening on the ground. The drone pilots aren't in Afghanistan. 

An independent investigation has to go forward. The independent investigation will meet with difficulty in seeking all the information it needs because the technology is classified.

I don't think an independent investigation is going conclude anything for ten years or more.
