I didn't find the bill at either Senator Toomey or Senator Manchin's website. There are summary pages, but, I didn't find the bill.
There are all kinds of Second Amendment protection bills and amendments in regard to the UN measures at Senator Manchin's page, but, there is no entirety of the bill posted.

The bill extends the existing background check system to gun shows and online sales.

Legislation protects American's Second Amendment rights
...The bill explicitly bans the federal government from creating a registry and creates a new penalty for misusing records to create a registry – a felony punishable by 15 years in prison.
