The International Community will find many difficult hurdles if they don't start somewhere. The First World countries have to set the tone among JUST themselves and then the rest will follow. It is a huge mistake to include EVERY NATION in these talks. The combined power of the community of First World Nations will provide the 'structure' for everyone to SIGN ON for the future.
