The Climate Crisis should have a petroleum industry tax for emergencies globally.

I don't know why the American people have to bailout Texas. The petroleum industry and it's billionaires should be setting up a Texas Trust Fund as I write this.

There is not a major oil company without offshore drilling in the Gulf of Mexico and use the refineries along the Gulf coast. Time to "Ante Up."

They can start with a $20 billion fund!

Katrina was called a 100 yr Storm.
Sandy was called a 100 yr Storm. Now Harvey is a 500 yr Storm. They were all in the last twelve years.

People get it. However, they are also victims of the petroleum industry when a country's economy is based on capitalism. There needs to be a huge paradigm change. Now. It can start with public transportation. The car industry needs to get electric as soon as possible in a much bigger push.

That dependency on the petroleum industry is all part of a picture that defeats humanity. God doesn't exist in an oil refinery no matter how much anyone prays.

These huge shifts in power require government. It is why Trump's politics focuses on the Obama presidency as well as his base of White Supremacists. But, President Obama pushed the USA into clean alternatives for eight years.

Humanity cannot fall back into the status quo no matter how easy it is. Currently, there is an assault on the Amazon by a President that saw the impeachment of President Delma Roussef. President Michel Temer is feeding his cronies. Roussef backed the efforts to fight the Climate Change. There are power players everywhere trying to return to old paradigms. People have to resist and push back.

Below is a picture from a friend who drives a big truck. This picture occurred about the time of the satellite picture to the left. It is fog. Dense fog. Kindly note there is a rear view mirror to illustrate the size of this fog event. It is gigantic. He is so very smart about climate. Cool guy.

The picture is along Interstate 99 in Port Matilda, Pennsylvania. This occurred because of the water vapor distribution from Harvey.

Everything along the path of the Harvey water vapor is getting a big drink of water.

Kindly note the high pressure off California. It is pushing against Harvey as well. That means Harvey is getting plenty of dry air, but, simply continues to reinfuse itself.

Drivers need to be good at what they do. Traffic and people problems where such climate events occur.

Governor's need to pay attention to their states and current climate. It is causing problems.

This is pure stupidity. The Gulf receives some of the worst storms in history.

Emergency crude oil (click here) is stored in the Strategic Petroleum Reserve in salt caverns. Created deep within the massive salt deposits that underlie most of the Texas and Louisiana coastline, the caverns offer the best security and are the most affordable means of storage, costing up to 10 times less than aboveground tanks and 20 times less than hard rock mines

Storage locations along the Gulf Coast were selected because they provide the most flexible means for connecting to the Nation's commercial oil transport network....

Recovering the dead in Texas and very possibly Louisiana is going to be difficult because of the length of time the bodies will be decomposing. There is also the issue of sediment and mud. If covered in mud they might be intact. At least their bones. But, there is no guarantee there will be recovery. List the missing and eliminate the possibility of deaths of citizens.

The land after 911 in Lower Manhattan was consecrated because of the diffuse nature of the crime. Given the religious nature of Texans local ministers, priests, imams and the like need to consider consecrating lands if the dead are irretrievable.

Donald Trump was NEGOTIATING with Russia for a tower in Moscow before, during and after President Obama instituted sanctions. He broke the law. What is he doing in the White House after being helped by Russia?

The central pressure has dropped again. It sounds very callous to me to be mentioning the reality of the situation, but, people need to have realistic expectations; this picture is complicated by sea level rise as well.

What is happening in Louisiana?

Officials need to start encouraging people displaced to think about the immediate future and their income and potential for applying for help. I am assuming FEMA is there, but, there are no homes to assess right now. Texas needs to set up temporary offices for applying for unemployment and food stamps. People are in shock and are just waiting to go home. This is looking like profound infrastructure loss and people need to mobilize their thoughts about a self-sustaining immediate future. There is no chance for temporary second mortgages.

In the twelve hour loop it is easy to see how the Harvey system extends what seems like 'a straw' to sip through. This is the Gulf of Mexico. The water is hot, the troposphere is hot and Earth is generally hot. This event needs to be documented and discussed in a summit. This is a planet that is very broken.

Republicans won't care about this fact. They won't learn a thing. Right now they are trying to figure the amount of money they can get out of FEMA and the federal government to work it to their advantage. Ya know. New homes and all kinds of improvements in infrastructure. To a Republican every catastrophe is an opportunity. I am not sure the dead will actually be found either. Disgusting, isn't it? There is only here and now for Republicans. No past, no future. It shows, doesn't it? No regard for human life or the values of average citizens. Everyone will be forgiven by the people because of the extent of the storm's rage. It is a losing battle to try to wake these folks up. Hey, "Texans are tough." I can see the propaganda now, "W" standing at the Houston home driveway saying, "I have to begin somewhere." Great leadership. Great, great leadership. Trump will be chanting, "Build a wall. Build a sea wall." No joke. 

I just don't believe exploring the causes of Harvey is appropriate until the storm resolves.

This is a picture of a friend's son in his backyard just south of Houston. There is no running water. The waves are from him wading into the water to look down toward his neighbors. That water isn't going anywhere anytime soon. The reflection in the water shows blue skies. He and his household (including dog) eventually walked out to higher ground and other friends. 

They have to. There is no guarantee the water is going to stop rising. I hate the idea of wading through water, but, it is the only viable way out for many. When there is high water there are also critters that are trying to find a way out, too. It get's dangerous. There could be chemicals and all kinds of stuff in that water. Adding chaos to American neighborhoods is not a good idea.

Harvey is a new standard for storms on Earth. The United Nations Security Council needs to take up the subject. There are plenty of scientists that would be willing to address the physics of this storm. The USA's climate policies have to be taken to task. 

I would expect export sanctions against the USA of any methane or oil products. I would also expect any other insults to the troposphere caused by the USA to be placed into a UN Resolution to move forward with sanctions to bring compliance to international norms.

This cannot be overlooked.

Perhaps a summit by the UN to discuss this is in line with the concern all people should have with the climate. We have just witnessed a mass extinction event of corals. These dynamics are of great concern. Great concern. This isn't just a storm. The USA would like to minimize the concern by thinking about it that way, but, Harvey is far more than a storm. Harvey is a statement about the climate. It is important it is all contextualized.

Until tomorrow.

The FCC is going to have to provide dedicated bandwidth for the rescue efforts.

Any public/private effort cannot interfere with the military bandwidth of USA Coast Guard or National Guard. 

Efforts will have to be coordinated through those bandwidths.

I do not recommend private helicopters or planes in the area of rescue. The USA Coast Guard should operate those aspects only.

If such an effort is needed, it needs coordination, primarily with recommendations of FAA/USA Coast Guard/National Guard and very experienced pilots.

The Private Fleet

A couple of things.

The USA Coast Guard will have an assessment of wind, rain and water currents. That can translate into what type of boat/ship can navigate shallow waters.

REMIND THE PRIVATE FLEET THESE WATERS WILL CHANGE IN THE NEAR FUTURE AND RETURN TO MORE SHALLOW WATERS. WHAT IS EASY TO TRAVERSE TODAY, WILL CHANGE IN THE FUTURE.

WARNING SIGNS IN THE WATER NORMALLY THERE MAY BE GONE AFTER THE WATER HEIGHT LOWERS.

The USA Coast Guard Commanders can commission private boat/ship owners that can navigate the waters safely. The Private Fleet will have to be provided fuel to accelerate rescue. 

It can be a volunteer effort and/or a paid effort.

HOWEVER.

The Governors along the USA East Coast havw to begin to plan for their burgeoning storm.

As Harvey decelerates it will release the current water vapor accumulation near/over Florida. That means with a falling central pressure of the Florida disturbance it places the USA East Coast in question.

THIS IS WHAT I CALL AN OSCILLATION EVENT.

Now, in order to assist all the people that will be effected by Harvey there needs to be a private effort. The Governor and local Sheriffs can also commission their own private effort. Governors that are at latitudes closer to Harvey have to keep in mind the interstate truck traffic increase with potential flooding along major rivers and tributaries.

This is a very complicated picture. Americans are up to it. Think 'staging areas' for all efforts to insure rescue workers and equipment remain intact and safe. Without them every effort is nothing.

Harvey REQUIRES a fall of about 10 more millibars to encourage dissipation. Cureently, Harvey's' feeder system extends from the ITCZ (Intertropical Convergence Zone) to just below the Arctic Circle. Once it reaches the Artic
Circle the system can be considered a complete heat transfer system to dissipate the heat.

It's just that there is so little ice in the Arctic Ocean this year there is nothing to encourage quicker resolve. It's physics, folks. The oceans are hot. The Gulf of Mexico is ridiculously hot. There is no place for the heat to go.

For all those Martians that are still on Earth, that is why there are chronic tornadoes. No atmospheric water vapor to dissipate the heat into clouds to rain down on Earth to transfer the heat to Marian soil and oceans. I suppose once Mars reaches the habitable zone around Sol the polar ice caps will melt and it will be easier to live there. 

That, however, is a very, very long wait.

Below is the feeder system to Harvey. It is still enormous. 

In my early days, back in 1999-2000, from the very first assessments, these vortexes were 'land loving.' They would fill with water vapor, but, would begin and/or anchor themselves over land WHILE THEY BUILT VELOCITY. In those days, the land was small islands. All the systems at that time were small systems. They have magnified 1000X of the size from 17 years ago. As far as I can tell, Harvey is a big brother to the earlier vortexes I first assessed. To me he is nothing new, as he is to others.

The National Guard and Coast Guard need to collaborate on rescues in Rockport, Texas. The area has to be evacuated as soon as possible. It is going to take a major effort to save the people in Rockport.

The sustained winds and wind driven water will make their circumstances dire the longer they are facing this disaster. ASAP, please. No loss of life is acceptable.

FEMA needs to begin to STAGE rescue efforts in warehouses. It is going to be a while. I am sure the American Red Cross and other NGOs are looking to help. Stage them in. The dynamics are too dangerous to bring efforts into the area, the people need to be moved to safe cities.

The existing infrastructure all has to be inspected before it can be considered safe. There are going to be buildings condemned upon inspection. It is going to take time before people can begin to return home.

Children are going to need to VISIT schools to receive instruction for awhile. 

Employment in the affected areas is questionable until more is known. This is just beginning. All people, single people as well, will need financial assistance and direction to achieve a sustainable life for awhile.

I suggest the displaced persons consider asking family for shelter if possible. Being in familiar places and seeing familiar faces are helpful to mental health. 

I suggest rescue efforts should be focused on moving people without any priority as to who is first or last. Able bodied folks can help with local authorities to move to safer places to await rescue effort. Everyone goes, no one stays behind. The rescue efforts won't be back.

Deterioration and danger increase the further out on the timeline this storm exists.

Harvey is still a Category 2.

The first number is latitude, second is longitude. It hasn't moved much.

A 22 millibar increase in 12 hours. NASA can increase readings to every three hours rather than six hours if it will be helpful. Of course, that increases the cost of the assessments.

The people that survive this mess may need mental health help as well.

North Korea provided a clear picture of it's missiles.

Why were there incorrect assessments in the first place? The USA military better be making the most of these assessments.

"Government" in the USA doesn't listen to the scientists anymore. It listens to money. That has never been more of an inconvenient truth than in Texas today.

Texas is going to lose coastal land with Harvey. It is called erosion. There is wind driven rain for a sustained period of time and it will cause significant damage. The winds may not be a category 4 anymore, but, CONTINUOUS wind and rain are very damaging. It is unfortunate no government paid attention the way it should.

This is the damage of storms that blow through. Cat 1 SUSTAINED winds ACCUMULATE damage to infrastructure. Add flooding to this picture and the extent of the damage becomes as if there was a Cat 5 storm.

Flint, MI - A 435-job, $29 million automotive seating assembly plant (click here) will be built on Flint's long-vacant Buick City complex.

At a board meeting on Tuesday, Aug. 22, the Michigan Strategic Fund approved a $4.35 million state grant to the Lear Corporation - a Southfield-based auto supplier - to build a 150,000-square-foot building at 902 E. Hamilton Ave., the location of the former administration building at Buick City.

Lear chose to develop the historic Flint site over moving production to Mexico, according to a state memo.

Flint has offered a 50 percent tax abatement to the company to reduce the overall cost of doing the project in Michigan, the memo said.

Flint City Council approved Lear's development agreement in June, in which Lear pledged to "use efforts to hire locally whenever reasonably possible" for two years, according to documents obtained by MLive-The Flint Journal in a Freedom of Information Act Request....
