The National Guard and Coast Guard need to collaborate on rescues in Rockport, Texas. The area has to be evacuated as soon as possible. It is going to take a major effort to save the people in Rockport.
The sustained winds and wind driven water will make their circumstances dire the longer they are facing this disaster. ASAP, please. No loss of life is acceptable.
FEMA needs to begin to STAGE rescue efforts in warehouses. It is going to be a while. I am sure the American Red Cross and other NGOs are looking to help. Stage them in. The dynamics are too dangerous to bring efforts into the area, the people need to be moved to safe cities.
The existing infrastructure all has to be inspected before it can be considered safe. There are going to be buildings condemned upon inspection. It is going to take time before people can begin to return home.
Children are going to need to VISIT schools to receive instruction for awhile.
Employment in the affected areas is questionable until more is known. This is just beginning. All people, single people as well, will need financial assistance and direction to achieve a sustainable life for awhile.
I suggest the displaced persons consider asking family for shelter if possible. Being in familiar places and seeing familiar faces are helpful to mental health.
I suggest rescue efforts should be focused on moving people without any priority as to who is first or last. Able bodied folks can help with local authorities to move to safer places to await rescue effort. Everyone goes, no one stays behind. The rescue efforts won't be back.
Deterioration and danger increase the further out on the timeline this storm exists.
