Basically, there needs to be a quick assessment of what is left standing that remains intact and safe. The area should be evacuated of the survivors. There is nothing to say the search and rescue shouldu in end, but, it needs to be conducted safely.
The survivors of this earthquake that may have lost everything need safe shelter, food, water, and medical care. Without water and sanitation the area can become dangerous to otherwise healthy people.
I don’t see how a water supply is safe at this point.
