The Northern Triad is in a state of emergency. Due to poverty and hurricane damage the three countries are experiencing trouble at their borders as the people are leaving for the USA out of desperation. The funding to this region must be returned. That funding is frozen currently.
Initially, the UN should be asked to deliver food and water straws to stop the desperation of the people. But, the return of the infrastructure must begin. Currently, the global pandemic demands stable populations without migration. I don’t know the plans the Northern Triad countries are making for vaccinations, if at all.
Suggestion: Along with funding send the USGS to assist in returning infrastructure stability. The USGS can assess the best lands to provide for stable communities, towns and cities. The land has become unstable due to years of severe climate crisis storms. That pattern will continue for years to come. If a stable infrastructure isn’t established the populations of these countries will continue to move north.
The funding can be used to pay for jobs of the people to rebuild their country. There is still problems with security in those countries so any deployment of the USGS and the Army Corp. of Engineers will require military security details. Of course, the government’s’ leadership will have to consent to the presence of the USA, but, conditions can be placed on the monies for infrastructure rebuilding to benefit the people.
