Trump is pleading with Congress to relieve sanctions against Russia, so make it a condition upon release of all surveilance tapes of the White House AND all the materials Russia has collected since the beginning of the election season of the 2016 elections.

We know from reports Trump is recording conversations in the White House. Turn over the tapes and the committees can decide if there was any Comey tapes of interest. There are many Comey visits, request them all.
We know Russia has taken data from the USA, especially voter rolls and Democratic headquarters. Russia has to turn over all the information they took and then the USA can think about releasing sanctions that will not cause injury to Ukraine. Just that simple. Ukraine is safe, Russia reveals it's records and sanctions relieved that are beneficial to Russia and the USA. Tillerson will be a happy man since he is now desperately trying to decide what course of action is needed to save ExxonMobile after they sold off the Iraqi oil fields.
There is plenty of precedent regarding the "The Trump Tapes" and parallel precedents with Iran's agreement regarding a nuclear program.
